AMENDMENT TO HOUSE BILL 104 




2    AMENDMENT NO. ______. Amend House Bill 104 as follows:

 
3on page 7, immediately below line 1, by inserting the 
4following:
 
5    "Section 40. Fee; Minority and Women Inclusion Fund. A 
6minority-owned or women-owned business, as certified by the 
7Business Enterprise Council for Minorities, Females, and 
8Persons with Disabilities under the Business Enterprise for 
9Minorities, Females, and Persons with Disabilities Act, 
10awarded a contract under the Illinois Procurement Code on or 
11after the effective date of this amendatory Act of the 97th 
12General Assembly shall pay a fee of $15. The fee shall be 
13deducted by the Comptroller from the first check issued to the 
14business under the contract and deposited into the Minority and 
15Women Inclusion Fund, which is created as a special fund in the 
16State treasury. Moneys in the fund shall be used by the

1Department, subject to appropriation, to cover expenses 
2related to the administration and implementation of this Act."; 
3and
 
4on page 10, immediately below line 18, by inserting the 
5following:
 
6    "Section 91. The State Finance Act is amended  by adding 
7Section 5.786 as follows:
 
8    (30 ILCS 105/5.786 new)
9    Sec. 5.786. The Minority and Women Inclusion Fund.".
