| 2 | | jails and local taxpayers and decreased security statewide. |
| 3 | | Therefore, the Secure Communities Memorandum of Agreement is |
| 4 | | hereby suspended until a study is conducted by the Secure |
| 5 | | Communities Action Task Force created in subsection (b) of this |
| 6 | | Section. |
| 7 | | (b) The Secure Communities Action Task Force is hereby |
| 8 | | created. The Task Force shall consist of 9 members appointed as |
| 9 | | follows: 2 members appointed by the Senate President; 2 members |
| 10 | | appointed by the Senate Minority Leader; 2 members appointed by |
| 11 | | the Speaker of the House of Representatives; 2 members |
| 12 | | appointed by the House Minority Leader; one member, to serve as |
| 13 | | chair, appointed by the Governor. Membership of the Secure |
| 14 | | Communities Action Task Force shall be representative of law |
| 15 | | enforcement, affected communities, and immigration and human |
| 16 | | rights advocacy groups. Members shall serve without |
| 17 | | compensation, but may be reimbursed for expenses associated |
| 18 | | with the Secure Communities Task Force. The Secure Communities |
| 19 | | Task Force may accept donated services and other resources that |
| 20 | | may be necessary to complete the work of the Task Force from |
| 21 | | not-for-profit organizations. The Department of Human Rights |
| 22 | | shall provide administrative and other support to the Task |
| 23 | | Force. The Secure Communities Action Task Force shall begin to |
| 24 | | conduct business upon the appointment of all members. The |
| 25 | | Secure Communities Action Task Force shall review data and |
| 26 | | conduct additional investigations concerning the Secure |

| 1 | | Communities Memorandum of Agreement, including hearings in |
| 2 | | participating counties, and shall report its findings and |
| 3 | | recommendations to the Governor and the General Assembly no |
| 4 | | later than June 30, 2012. The Task Force is dissolved upon |
| 5 | | submission of the report. |
| 6 | | Section 99. Effective date. This Act takes effect upon |
| 7 | | becoming law.".
