| 2 | | AMENDMENT NO. ______. Amend House Bill 1070, AS AMENDED, by |
| 3 | | replacing everything after the enacting clause with the |
| 4 | | following:

| 5 | | "Section 5. The Illinois Vehicle Code is amended by |
| 6 | | changing Section 3-600 and adding Section 3-600.1 as follows:

| 7 | | (625 ILCS 5/3-600) (from Ch. 95 1/2, par. 3-600)
|
| 8 | | Sec. 3-600. Requirements for issuance of special plates.
|
| 9 | | (a) The Secretary of State shall issue only special plates |
| 10 | | that have been authorized by the General Assembly. The |
| 11 | | Secretary of State shall not issue a series of special plates
|
| 12 | | unless applications, as prescribed by the Secretary, have been |
| 13 | | received for
10,000 plates of that series; except that the |
| 14 | | Secretary of State may
prescribe some other required number of |
| 15 | | applications if that number is
sufficient to pay for the total |
| 16 | | cost of designing, manufacturing and
issuing the special |

| 1 | | license plate.
|
| 2 | | (b) The Secretary of State, upon issuing a new series of |
| 3 | | special license
plates, shall notify all law enforcement |
| 4 | | officials of the design, color and
other special features of |
| 5 | | the special license plate series.
|
| 6 | | (c) This Section shall not apply to special license plate |
| 7 | | categories in
existence on the effective date of this |
| 8 | | amendatory Act of 1990, or to the
Secretary of State's |
| 9 | | discretion as established in Section 3-611.
|
| 10 | | (d) Beginning with the 2013 registration year, the |
| 11 | | provisions of Section 3-600.1 control the issuance and |
| 12 | | re-issuance of special plates. |

| 18 | | Secretary may authorize the issuance of a new series of special |
| 19 | | plates. The Secretary shall not issue a series of special |
| 20 | | plates
unless enough applications, as prescribed by the |
| 21 | | Secretary, have been received to pay for the total cost of |
| 22 | | designing, manufacturing, and
issuing the special license |
| 23 | | plate. |
| 24 | | (b) The Secretary of State, upon issuing a new series of |
