AMENDMENT TO HOUSE BILL 1114

AMENDMENT NO. ______. Amend House Bill 1114 by replacing everything after the enacting clause with the following:

"Section 5. The General Assembly Operations Act is amended by adding Sections 8 and 9 as follows:

(25 ILCS 10/8 new)

Sec. 8. Legislative measures; majority of members sponsor. If a bill or other legislative measure is sponsored or co-sponsored by a majority of the members elected to the chamber in which the bill or other legislative measure then resides, then that bill or other legislative measure must be referred by the appropriate committee of that chamber to a standing committee and a vote on that bill or other legislative measure must be taken by that standing committee within 6 session days or before any committee action or floor action deadline that has been imposed in that chamber, whichever is sooner.

Sec. 9. Rules Committee; advancing legislative measures. Upon concurrence of a majority of those appointed to the Rules Committee of the House, the Rules Committee may advance any legislative measure pending before it to the House, without referral to another committee; the Rules Committee, however, shall not so report any bill that has never been favorably reported by or discharged from a standing committee or a special committee of the House or recommended for action by a joint committee of the House and Senate. A bill advanced to the House shall be placed on the daily calendar of the House on the order on which it appeared before it was re-referred to the Rules Committee. A floor amendment, joint action motion for final action, or conference committee report advanced to the House by the Rules Committee may be considered for adoption no sooner than one hour after the Clerk of the House announces the report of the Rules Committee referring the legislative measure to the House.".
