Creates the Movable Soccer Goal Safety Act. Requires any organization that sets up, moves, or stores a movable soccer goal to follow all applicable guidelines for anchoring, securing, and counterweighting a movable soccer goal as those guidelines are set forth in "Guidelines for Movable Soccer Goal Safety", a publication of the U.S. Consumer Product Safety Commission. Provides that beginning on the effective date of the Act, no commercial dealer, manufacturer, importer, distributor, wholesaler, or retailer may manufacture, re-manufacture, retrofit, distribute, sell at wholesale or retail, contract to sell or resell, lease, or sublet, or otherwise place in the stream of commerce, a movable soccer goal that is not tip-resistant. Requires movable soccer goals with specified measurements to comply with applicable ASTM standards.
Provides that a violation of the Act is a petty offense for which a fine not to exceed $500 may be imposed.
Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 1. Short title. This Act may be cited as the |
| 5 | | Movable Soccer Goal Safety Act. |
| 6 | | Section 5. Definitions. As used in this Act: |
| 7 | | "Movable soccer goal" means a freestanding structure |
| 8 | | consisting of at least 2 upright posts, a crossbar, and support |
| 9 | | bars that is designed: |
| 10 | | (1) to be used by adults or children for the purposes |
| 11 | | of a soccer goal; |
| 12 | | (2) to be used without any other form of support or |
| 13 | | restraint (other than pegs, stakes, or other forms of |
| 14 | | temporary anchoring device); and |
| 15 | | (3) to be able to be moved to different locations. |
| 16 | | "Guidelines for Movable Soccer Goal Safety" means the |
| 17 | | publication "Guidelines for Movable Soccer Goal Safety" |
| 18 | | published by the U.S. Consumer Product Safety Commission in |
| 19 | | January 1995 or any successor version of that publication. |
| 20 | | "Organization" means any individual, park district, school |
| 21 | | district, sporting club, soccer organization, unit of local |
| 22 | | government, religious organization, business, or other similar |
| 23 | | organization that owns or controls a movable soccer goal to be |
