| 1 | | AN ACT concerning State government.
|
| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 1. Short title. This Act may be cited as the |
| 5 | | Commission to End the Disparities Facing the African-American |
| 6 | | Community Act. |
| 7 | | Section 5. Commission; creation; members. There is created |
| 8 | | a Commission to End the Disparities Facing the African-American |
| 9 | | Community, to consist of members as follows: |
| 10 | | (1) 2 members of the Senate appointed by the Senate |
| 11 | | President, one of whom the President shall designate to |
| 12 | | serve as co-chair, and 2 members of the Senate appointed by |
| 13 | | the Minority Leader of the Senate; |
| 14 | | (2) 2 members of the House of Representatives appointed |
| 15 | | by the Speaker of the House of Representatives, one of whom |
| 16 | | the Speaker shall designate to serve as co-chair, and 2 |
| 17 | | members of the House of Representatives appointed by the |
| 18 | | Minority Leader of the House of Representatives; |
| 19 | | (3) the following Illinois officials or their |
| 20 | | designees: |
| 21 | | (i) the Director of Human Services, |
| 22 | | (ii) the Director of Healthcare and Family |
| 23 | | Services, |

| 1 | | (iii) the Director of Children and Family |
| 2 | | Services, |
| 3 | | (iv) the Director of Public Health, |
| 4 | | (v) the Director of Aging, |
| 5 | | (vi) the Director of Labor, |
| 6 | | (vii) the Director of Employment Security, |
| 7 | | (viii) the Director of Commerce and Economic |
| 8 | | Opportunity, |
| 9 | | (ix) the State Superintendent of Education, |
| 10 | | (x) the Executive Director of the Board of Higher |
| 11 | | Education, |
| 12 | | (xi) the Director of Corrections, |
| 13 | | (xii) the Director of Juvenile Justice, and |
| 14 | | (xiii) the Executive Director of the Illinois |
| 15 | | African-American Family Commission; and |
| 16 | | (4) up to 10 persons, named by the co-chairs, |
| 17 | | representing African-American communities within Illinois |
| 18 | | in the areas of healthcare, healthcare services, |
| 19 | | employment, education, criminal justice, housing, and |
| 20 | | other interested parties. |
| 21 | | Section 10. Compensation; support. The members of the |
| 22 | | Commission shall serve without compensation. The Jane Addams |
| 23 | | College of Social Work at the University of Illinois at Chicago |
| 24 | | shall provide staff and administrative support services to the |
| 25 | | Commission. Other academic, civic, and not-for-profit |

| 1 | | organizations may be called on to assist as determined by the |
| 2 | | Commission. |
| 3 | | Section 15. Meetings; report. The Commission shall: |
| 4 | | (1) research the disparities facing African-Americans |
| 5 | | in the areas of healthcare, healthcare services, |
| 6 | | employment, education, criminal justice, housing, and |
| 7 | | other social and economic issues; |
| 8 | | (2) hold one or more public hearings, at which public |
| 9 | | testimony shall be heard; and |
| 10 | | (3) report its findings and specific recommendations |
| 11 | | to the General Assembly on or before December 31, 2013, |
| 12 | | after which the Commission shall dissolve. |
| 13 | | Section 95. Repeal. This Act is repealed on July 1, 2014.

| 14 | | Section 99. Effective date. This Act takes effect upon |
| 15 | | becoming law.
