| 2 | | AMENDMENT NO. ______. Amend House Bill 1656 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Illinois Public Aid Code is amended by |
| 5 | | adding Section 12-4.44 as follows:
|
| 6 | | (305 ILCS 5/12-4.44 new) |
| 7 | | Sec. 12-4.44. Pilot program and report on centralizing |
| 8 | | administrative functions. Subject to appropriation, the |
| 9 | | Department of Healthcare and Family Services,
with the |
| 10 | | cooperation of the Department of Human Services, shall
|
| 11 | | implement a pilot program to provide community access and |
| 12 | | enrollment to Medicaid services in 8 counties. Two sites shall |
| 13 | | be administered in Cook County, one in DuPage County, one in |
| 14 | | Kane County, one in Kankakee County, one in Macon County, one |
| 15 | | in Champaign County, and one in St. Clair County. The pilot |
| 16 | | program shall be implemented by nongovernmental, |

| 1 | | community-based organizations that are members of a statewide |
| 2 | | network, serving urban communities, and located in urban areas. |
| 3 | | The Department of Healthcare and Family Services, with the |
| 4 | | cooperation of the Department of Human Services, shall submit a |
| 5 | | report based upon the pilot program to the General Assembly by |
| 6 | | July 1, 2012, regarding the feasibility and potential benefits |
| 7 | | and consequences of centralizing administrative functions, to |
| 8 | | the extent allowable under federal law, for applicants applying |
| 9 | | only for medical assistance. The report shall include, but need |
| 10 | | not be limited
to, an analysis of centralizing administrative |
| 11 | | functions in a community or nongovernmental setting
|
| 12 | | administered by nongovernmental, community-based entities and |
| 13 | | an analysis of the impact of removing
medical assistance only |
| 14 | | cases from the caseload assigned to
employees in local |
| 15 | | Department of Human Services field offices
that accept and |
| 16 | | process applications for benefits.".

| 17 | | Section 99. Effective date. This Act takes effect July 1, |
| 18 | | 2011.".
