AMENDMENT TO HOUSE BILL 1670




2    AMENDMENT NO. ______. Amend House Bill 1670 on page 1, line 
322, by replacing "Each" with "Except as otherwise provided in 
4this Section, each"; and


 
5on page 2, line 6, by replacing "Each" with "Except as 
6otherwise provided in this Section, each"; and
 
7on page 3, immediately below line 10, by inserting the 
8following:
9    "(c) An elected school board member may satisfy the 
10training requirements of this Section by participating in a 
11course of training sponsored or conducted by an organization 
12created under Article 23 of the School Code. The course of 
13training shall include, but not be limited to, instruction in:
14        (1) the general background of the legal requirements 
15    for open meetings;
16        (2) the applicability of this Act to public bodies;

1        (3)  procedures and requirements regarding quorums, 
2    notice, and record-keeping under this Act;
3        (4) procedures and requirements for holding an open 
4    meeting and for holding a closed meeting under this Act; 
5    and
6        (5) penalties and other consequences for failing to 
7    comply with this Act.
8    If an organization created under Article 23 of the School 
9Code provides a course of training under this subsection (c), 
10it must provide a certificate of course completion to each 
11school board member who successfully completes that course of 
12training.".
