AMENDMENT TO HOUSE BILL 1839 




2    AMENDMENT NO. ______. Amend House Bill 1839 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 1. Short title. This Act may be cited as the Equal 
5Access Act.
 
6    Section 5. Purpose. The purpose of this Act is to ensure 
7that all Illinois residents have equal access to State services 
8and, in particular, that differences in language do not bar 
9access those services.
 
10    Section 10. Office of Language Access; creation.  The Office 
11of Language Access is created in the office of the Governor to 
12ensure that language is not a barrier to State services.
 
13    Section 15. Policy development. The Office of Language 
14Access shall develop consistent policies regarding language

1access. The Office of Language Access shall monitor 
2implementation of and compliance with those policies.
The 
3policies developed by the Office of Language Access shall, at a 
4minimum, (i) set standards for the adequate staffing of 
5bilingual employees at State agencies and (ii) develop 
6requirements for the availability of interpretation and 
7translation services at State agencies.
 
8    Section 20. Administrative staffing. The office of the 
9Governor shall provide administrative and other support to the 
10Office of Language Access.
 

11    Section 99. Effective date. This Act takes effect July 1, 
122011.".
