Amends the Public Utilities Act. Provides that an alternative gas supplier may petition the Illinois Commerce Commission to establish a standardized, uniform form of single billing for use throughout the State by all gas utilities. Makes other changes.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Public Utilities Act is amended by changing |
| 5 | | Section 19-135 as follows:
|
| 6 | | (220 ILCS 5/19-135)
|
| 7 | | Sec. 19-135. Single billing. It is the intent of the |
| 8 | | General Assembly
that in any service
area where customers are |
| 9 | | able to choose their natural gas supplier, a single
billing |
| 10 | | option shall be offered to customers for both the services |
| 11 | | provided by
the alternative gas supplier and the delivery |
| 12 | | services provided by the gas
utility. A gas utility shall file |
| 13 | | a tariff pursuant to Article IX of this Act
that allows |
| 14 | | alternative gas suppliers to issue single bills to residential |
| 15 | | and
small commercial customers for both the services provided |
| 16 | | by the alternative
gas supplier and the delivery services |
| 17 | | provided by the gas utility to
customers; provided that if a |
| 18 | | form of single billing is being offered in a gas
utility's |
| 19 | | service area on August 26, 2002, then the effective date of |
| 20 | | this amendatory Act of the
92nd General Assembly, that form of |
| 21 | | single billing shall remain in effect
unless and until |
| 22 | | otherwise ordered by the Commission.
