AMENDMENT TO HOUSE BILL 3188 




2    AMENDMENT NO. ______. Amend House Bill 3188 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The Department of Commerce and Economic 
5Opportunity Law of the
Civil Administrative Code of Illinois is 
6amended  by adding Section 605-1010 as follows:
 
7    (20 ILCS 605/605-1010 new)
8    Sec. 605-1010. Illinois Research Network. 
9    (a) There is created the Illinois Research Network.  The 
10Illinois Research Network is intended to:  provide broad and 
11rapid access to information about intellectual property and 
12technologies; encourage the use of existing Illinois faculty 
13and federal research laboratory resources to address local, 
14State, and national needs; link the Illinois academic and 
15research laboratory communities into the technology and the 
16economic development efforts of the executive branch of State

1government and other State and local agencies; enhance 
2communication and cooperation within the Illinois academic and 
3research laboratory communities and between these communities 
4and statewide audiences, particularly business, government, 
5education, and the general public; and link the Illinois 
6academic and federal research lab communities into the Illinois 
7small and large business market.
8    (b) Subject to appropriation, the Department shall cause to 
9be established an easily accessible online database for the 
10purpose of compiling intellectual property and technologies 
11available at academic institutions across the State.  The 
12Department may make grants to Illinois universities to create, 
13develop, and implement the database.".
