| 2 | | AMENDMENT NO. ______. Amend House Bill 3204 by replacing |
| 3 | | everything after the enacting clause with the following:

| 4 | | "Section 5. The Mental Health and Developmental |
| 5 | | Disabilities Administrative Act is amended by adding Section |
| 6 | | 4.4 as follows: |
| 7 | | (20 ILCS 1705/4.4 new) |
| 8 | | Sec. 4.4. Community Resource Centers. |
| 9 | | (a) Findings. The General Assembly finds that many |
| 10 | | individuals with developmental disabilities, in consultation |
| 11 | | with their family members or legal guardians, or both, receive |
| 12 | | services in community residential settings or in their own |
| 13 | | homes. However, these individuals may find that critical |
| 14 | | services are simply unavailable when needed in many community |
| 15 | | settings. As a result, these individuals and their families |
| 16 | | face unnecessary hardships and risk unnecessary service |

| 1 | | disruptions. In order for the Department to fulfill its |
| 2 | | responsibility to protect the health and welfare of persons |
| 3 | | with developmental disabilities, the appropriate services, |
| 4 | | provided by trained and qualified workers, must be available |
| 5 | | and accessible. State-Operated Developmental Centers (SODCs) |
| 6 | | are uniquely positioned to provide these services because the |
| 7 | | high needs of many SODC residents already necessitate the |
| 8 | | presence of highly trained and specialized staff as part of the |
| 9 | | SODC workforce. |
| 10 | | (b) Community Resource Centers. Subject to appropriation, |
| 11 | | the Department shall be authorized to operate Community |
| 12 | | Resource Centers at each of its 8 State-Operated Developmental |
| 13 | | Centers (SODCs). The objective of the Community Resource |
| 14 | | Centers is to augment services delivered in the community by |
| 15 | | providing the services of the skilled SODC workforce to |
| 16 | | individuals residing in community settings when individuals |
| 17 | | need those services. The services may be provided on an |
| 18 | | inpatient or outpatient basis, in the resident's home, or in |
| 19 | | other settings. Services to be provided may include, but need |
| 20 | | not be limited to, the following: |
| 21 | | (1) Direct care services for individuals with |
| 22 | | developmental disabilities, including, but not limited to, |
| 23 | | medical services, podiatric services, dental services, |
| 24 | | respite care, psychiatric services, behavioral services, |
| 25 | | geriatric services, post-operative convalescent care, |
| 26 | | crisis medical and behavioral care, communication |

| 1 | | services, educational and vocational services, and |
| 2 | | adaptive equipment. These services shall be made available |
| 3 | | when appropriate upon the request of the individual, the |
| 4 | | individual's guardian, or the individual's service |
| 5 | | provider. |
| 6 | | (2) Specialized training in the unique needs of |
| 7 | | individuals with developmental disabilities for direct |
| 8 | | care practitioners and students, including, but not |
| 9 | | limited to, doctors, dentists, podiatrists, psychiatrists, |
| 10 | | and other health practitioners and students.".
