AMENDMENT TO HOUSE BILL 3219




2    AMENDMENT NO. ______. Amend House Bill 3219 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The Board of Higher Education Act is amended  by 
5adding Section 9.34 as follows:
 
6    (110 ILCS 205/9.34 new)
7    Sec. 9.34. Reports regarding tuition and programs. The 
8Board must publicize on its Internet website the reports 
9required under Section 80 of the University of Illinois Act, 
10Section 65 of the Southern Illinois University Management Act, 
11Section 5-175 of the Chicago State University Law, Section 
1210-175 of the Eastern Illinois University Law, Section 15-175 
13of the Governors State University Law, Section 20-180 of the 
14Illinois State University Law, Section 25-175 of the 
15Northeastern Illinois University Law, Section 30-185 of the 
16Northern Illinois University Law, and Section 35-180 of the

1Western Illinois University Law.
2    The Board must provide an opportunity for public comment on 
3the reports at one of its regularly scheduled Board meetings. 
 
4    Section 10. The University of Illinois Act is amended  by 
5adding Section 80 as follows:
 
6    (110 ILCS 305/80  new)
7    Sec. 80. Report regarding tuition and programs. The 
8University must submit to the  Board of Higher Education, 
9General Assembly, and Governor an annual report no later than 
10June 30 of each year outlining any tuition increases for the 
11upcoming academic year and listing the closure of academic 
12programs and other cost-saving measures undertaken by the 
13University during the previous fiscal year.
 
14    Section 15. The Southern Illinois University Management 
15Act is amended  by adding Section 65 as follows:
 
16    (110 ILCS 520/65  new)
17    Sec. 65. Report regarding tuition and programs. The 
18University must submit to the Board of Higher Education, 
19General Assembly, and Governor an annual report no later than 
20June 30 of each year outlining any tuition increases for the 
21upcoming academic year and listing the closure of academic 
22programs and other cost-saving measures undertaken by the

2    Section 20. The Chicago State University Law is amended  by 
3adding Section 5-175 as follows:
 
4    (110 ILCS 660/5-175  new)
5    Sec. 5-175. Report regarding tuition and programs. The 
6University must submit to the Board of Higher Education, 
7General Assembly, and Governor an annual report no later than 
8June 30 of each year outlining any tuition increases for the 
9upcoming academic year and listing the closure of academic 
10programs and other cost-saving measures undertaken by the 
11University during the previous fiscal year.
 
12    Section 25. The Eastern Illinois University Law is amended  
13by adding Section 10-175 as follows:

15    Sec. 10-175. Report regarding tuition and programs. The 
16University must submit to the Board of Higher Education, 
17General Assembly, and Governor an annual report no later than 
18June 30 of each year outlining any tuition increases for the 
19upcoming academic year and listing the closure of academic 
20programs and other cost-saving measures undertaken by the

7June 30 of each year outlining any tuition increases for the 
8upcoming academic year and listing the closure of academic 
9programs and other cost-saving measures undertaken by the 
10University during the previous fiscal year.
 
11    Section 35. The Illinois State University Law is amended  by 
12adding Section 20-180 as follows:

14    Sec. 20-180. Report regarding tuition and programs. The 
15University must submit to the Board of Higher Education, 
16General Assembly, and Governor an annual report no later than 
17June 30 of each year outlining any tuition increases for the 
18upcoming academic year and listing the closure of academic 
19programs and other cost-saving measures undertaken by the 
20University during the previous fiscal year.
 
21    Section 40. The Northeastern Illinois University Law is

8University during the previous fiscal year.
 
9    Section 45. The Northern Illinois University Law is amended  
10by adding Section 30-185 as follows:

12    Sec. 30-185. Report regarding tuition and programs. The 
13University must submit to the Board of Higher Education, 
14General Assembly, and Governor an annual report no later than 
15June 30 of each year outlining any tuition increases for the 
16upcoming academic year and listing the closure of academic 
17programs and other cost-saving measures undertaken by the 
18University during the previous fiscal year.
 
19    Section 50. The Western Illinois University Law is amended  
20by adding Section 35-180 as follows:

8    Section 99. Effective date. This Act takes effect upon 
9becoming law.".
