| 7 | | aggregate salary increase over the employee's salary on the |
| 8 | | last business day immediately preceding the effective date of |
| 9 | | the promotion commensurate with the duties and |
| 10 | | responsibilities of the existing position. Except as otherwise |
| 11 | | provided by law or by joint".
