AMENDMENT TO HOUSE BILL 3880 




2    AMENDMENT NO. ______. Amend House Bill 3880 by replacing 
3everything after the enacting clause with the following:





 
 
4    "Section 5. The Wildlife Code is amended  by changing 
5Section 3.1-5 as follows:
 
6    (520 ILCS 5/3.1-5)
7    Sec. 3.1-5. Apprentice Hunter License Program.
8    (a) Beginning 120 days after the effective date of this 
9amendatory Act of the 94th General Assembly and through March 
1031, 2018, the Department shall establish an Apprentice Hunter  
11License Program. The purpose of this Program shall be to extend 
12limited hunting privileges, in lieu of obtaining a valid 
13hunting license, to persons interested in learning about 
14hunting sports.
15    (b)  Any resident or nonresident  may  apply to the Department 
16for an Apprentice Hunter License. Persons aged 13 and under may

1apply annually for an The Apprentice Hunter License shall be a 
2one-time, non-renewable license that shall expire on the March 
331 following the date of issuance. Persons aged 14 and older 
4may apply 3 times for an Apprentice Hunter License that shall 
5expire on the March 31 following the date of issuance. 
6    (c) For persons aged 17 and under, the Apprentice Hunter 
7License shall entitle the licensee to hunt while supervised by 
8a validly licensed resident or nonresident parent, guardian, or 
9grandparent. For persons 18 or older, the Apprentice Hunter 
10License shall entitle the licensee to hunt while supervised by 
11a validly licensed resident or nonresident hunter who is 21 
12years of age or older. Possession of an Apprentice Hunter 
13License shall  serve in lieu of a valid hunting license, but 
14does not exempt the licensee from compliance with the 
15requirements of this Code and any rules and regulations adopted 
16pursuant to this Code.

17    (d) In order to be approved for the Apprentice Hunter 
18License, the applicant must request an Apprentice Hunter 
19License on a form designated and made available by the 
20Department and submit a $7 fee, which shall be separate from 
21and additional to any other stamp, permit, tag, or license fee 
22that may be required for hunting  under this Code.   The 
23Department shall adopt suitable administrative rules that are 
24reasonable and necessary for the administration of the program, 
25but shall not require any certificate of competency or other 
26hunting education as a condition of the Apprentice Hunter

1License. 
2    The fee for a residential Apprentice Hunting License shall 
3be equal to a residential hunting license and the fee for a 
4non-residential Apprentice Hunting License shall be an 
5additional $5 fee than a non-residential hunting license fee. 
6The additional $5  fee from a non-residential Apprentice Hunting 
7License shall be used by the Department to administer hunter 
8safety education classes. 

9    (e) Persons 18 and older shall only be required to take the 
10online portion of a hunting safety class to pass hunter safety 
11education class. 
12    (f) Any State resident currently serving or who have been 
13honorably discharged from the Armed Forces of the United States 
14or a reserve component of the United States Armed Forces shall 
15be exempt from completing a hunter safety education class. 
16    (g) This Section is repealed on April 1, 2018.

18    Section 99. Effective date. This Act takes effect April 1, 
192013.".
