AMENDMENT TO HOUSE BILL 3921 




2    AMENDMENT NO. ______. Amend House Bill 3921 by replacing 
3everything after the enacting clause with the following:

 
 
4    "Section 5. The State Finance Act is amended by adding 
5Section 5.811 as follows:
 
6    (30 ILCS 105/5.811 new)
7    Sec. 5.811. The Central Illinois Philippine American 
8Society Fund.
 
9    Section 10. The Illinois Vehicle Code is amended  by adding 
10Section 3-699 as follows:
 
11    (625 ILCS 5/3-699 new)
12    Sec. 3-699. Filipino-American plates.
13    (a) The Secretary, upon receipt of all applicable fees and 
14applications
made in the form prescribed by the Secretary, may

1issue special registration
plates designated as 
2Filipino-American license plates.
3    The special plates issued under this Section shall be 
4affixed only to
passenger vehicles of the first division or 
5motor vehicles of the second
division weighing not more than 
68,000 pounds.
7    Plates issued under this Section shall expire according to 
8the multi-year
procedure established by Section 3-414.1 of this 
9Code.
10    (b) The design and color of the special plates shall be 
11wholly within the
discretion of the Secretary.  The Secretary 
12may, in his or her discretion, allow the plates to be issued as 
13vanity or personalized plates in accordance with Section 
143-255.1 of this Code. The Secretary, in his or her discretion, 
15shall approve and prescribe stickers or decals as provided 
16under Section 3-412.
17    (c)   An applicant for the special plate shall be charged a 
18$25 fee for original issuance in addition to the appropriate 
19registration fee. Of this fee, $10 shall be deposited into the 
20Central Illinois Philippine American Society Fund and $15 shall 
21be deposited into the Secretary of State Special License Plate 
22Fund, to be used by the Secretary to help defray administrative 
23processing costs.
24    For each registration renewal period, a $25 fee, in 
25addition to the appropriate registration fee, shall be charged. 
26Of this fee, $23 shall be deposited into the Central Illinois

1Philippine American Society Fund and $2 shall be deposited into 
2the Secretary of State Special License Plate Fund.
3    (d) The   Central Illinois Philippine American Society Fund 
4is created as a special fund in the State treasury. All money 
5in the Central Illinois Philippine American Society Fund shall 
6be paid, subject to appropriation by the General Assembly and 
7distribution by the Secretary, as grants to the Central 
8Illinois Philippine American Society, to be used to support 
9Filipino-Americans and Filipino culture in this State.".
