AMENDMENT TO HOUSE BILL 4046 




2    AMENDMENT NO. ______. Amend House Bill 4046 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The State Finance Act is amended  by changing 
5Section 6z-88 as follows:
 
6    (30 ILCS 105/6z-88)
7    Sec. 6z-88. After-School Rescue Fund; creation.  The 
8After-School Rescue Fund is created as a special fund in the 
9State treasury.  Moneys in the Fund shall be used by the 
10Illinois State Board of Education to provide additional funding 
11for after-school programs and shall be distributed in the 
12following manner:
13        (1) two percent to support funding of monitoring, 
14    administration, and  technical assistance for after-school 
15    providers;
16        (2) four percent for grants to qualified, statewide,

1    non-profit agencies to provide capacity building, system  
2    development, training, and professional development 
3    services; and
4        (3) the remaining funds shall be used by the Illinois 
5    State Board of Education for the making of grants to 
6    at-risk schools for the promotion of extracurricular and 
7    after-school programs.

8    Providers of  capacity building services must (i) be 
9knowledgeable about  evidence-based best practices in 
10out-of-school time; (ii)  assess the needs of funded agencies, 
11including, but not limited  to, organizational management; 
12(iii) provide evidence of  cultural competence; and (iv) use 
13mechanisms for review of  services by relevant stakeholders. 
14Need must be determined by both the  targeted population being 
15served by the programs, as well as  the capacity levels of the 
16grantee organizations.
