| 4 | | "Section 5. The Housing Authorities Act is amended by |
| 5 | | adding Section 8.24 as follows:

| 6 | | (310 ILCS 10/8.24 new) |
| 7 | | Sec. 8.24. Housing Ombudsman. A Housing Authority located |
| 8 | | within a municipality having a population of 1,000,000 or more |
| 9 | | shall establish a Housing Ombudsman to mediate disputes between |
| 10 | | residents and housing developments under the jurisdiction of |
| 11 | | the Housing Authority. The Housing Authority shall operate a |
| 12 | | hotline for the purpose of receiving phone calls from residents |
| 13 | | with housing complaints. If a Housing Authority fails to comply |
| 14 | | with this Section, then the Department of Revenue shall reduce |
| 15 | | payments made to the local municipality from the Local |
| 16 | | Government Distributive Fund by 0.5% each month until |
