SYNOPSIS AS INTRODUCED:
 
20 ILCS 3005/10 new

    Amends the Governor's Office of Management and Budget Act. Creates the Information Technology Procurement Task Force. Sets forth the membership of the Task Force. Provides that the Task Force shall meet periodically to discuss information technology issues. Provides that the Task Force shall present the Governor and the General Assembly with a report summarizing its findings and recommendations. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Governor's Office of Management and Budget
5Act is amended by adding Section 10 as follows:
 
6    (20 ILCS 3005/10 new)
7    Sec. 10. Information Technology Procurement Task Force.
8    (a) The State of Illinois recently enacted procurement
9reform legislation that has had an impact on State purchasing
10in various ways, both intended and unintended. The State makes
11and will continue to make large investments in information
12technology. Determining the impact of the Illinois Procurement
13Code on the State's ability to fully access the competitive
14marketplace for information technology will require study and
15deliberation.
16    (b) The Information Technology Procurement Task Force is
17created and shall be composed of: 4 members appointed by the
18Governor; one member appointed by the chief procurement officer
19appointed under paragraph 4 of subsection (a) of Section 10-20
20of the Illinois Procurement Code; one appointed by the Speaker
21of the House of Representatives; one appointed by the Minority
22Leader of the House of Representatives; one appointed by the
23President of the Senate; and one appointed by the Minority

1Leader of the Senate. The Task Force chairperson is the State
2chief information officer.
3    (c) The Task Force shall meet periodically to discuss
4information technology issues. The Task Force shall make
5findings and develop recommendations concerning the impact of
6the Illinois Procurement Code on the State's ability to fully
7access the competitive marketplace for information technology.
8Within 120 days after the effective date of this amendatory Act
9of the 97th General Assembly, the Task Force shall present the
10Governor and the General Assembly with a report summarizing its
11findings and recommendations.
12    (d) The Task Force shall receive administrative support
13from the Governor's Office of Management and Budget.
14    (e) The Task Force shall not be compensated and shall not
15be reimbursed for travel or any other expenses.
16    (f) The Task Force shall be abolished within one year after
17it presents its report to the Governor and General Assembly.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
