Amends various Acts relating to the governance of public universities in Illinois. Provides that for any academic year in which the cost of tuition is increased from the previous academic year by any percentage, the base salary of the president and vice-president of the university and other principal administrators employed by the university shall be reduced by the same percentage as the tuition increase. Provides that with respect to an employment contract in effect on the effective date of the amendatory Act, the Board of Trustees shall amend the employment contract to comply with the provisions of the amendatory Act.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The University of Illinois Act is amended by changing Section 70 as follows:

Sec. 70. Administrator and faculty salary and benefits; report. The Board of Trustees shall report to the Board of Higher Education, on or before July 1 of each year, the base salary and benefits of the president of the university and all administrators, faculty members, and instructors employed by the university. For the purposes of this Section, "benefits" includes without limitation vacation days, sick days, bonuses, annuities, and retirement enhancements.

Notwithstanding any other provision of law, for any academic year in which the cost of tuition is increased from the previous academic year by any percentage, the base salary of the president and vice-president of the university and other principal administrators employed by the university shall be reduced by the same percentage as the tuition increase. With respect to an employment contract in effect on the effective date of this amendatory Act of the 97th General Assembly, the Board of Trustees shall amend the employment contract to comply with the provisions of this amendatory Act of the 97th General Assembly.

Section 10. The Southern Illinois University Management Act is amended by changing Section 55 as follows:
