     Amends various Acts relating to the governance of public universities in Illinois. Requires each university to submit to the Board of Higher Education, General Assembly, and Governor an annual report no later than June 30 of each year outlining any tuition increases for the upcoming academic year and listing the closure of academic programs and other cost-saving measures undertaken by the university during the previous fiscal year. Amends the Board of Higher Education Act.  Requires the Board of Higher Education to publicize the reports on its Internet website and to provide an opportunity for public comment on the reports at one of its regularly scheduled Board meetings. Effective immediately.

1    AN ACT concerning education.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  


 
4    Section 5. The Board of Higher Education Act is amended  by 
5adding Section 9.34 as follows:
 
6    (110 ILCS 205/9.34 new)
7    Sec. 9.34. Reports regarding tuition and programs. The 
8Board must publicize on its Internet website the reports 
9required under Section 80 of the University of Illinois Act, 
10Section 65 of the Southern Illinois University Management Act, 
11Section 5-175 of the Chicago State University Law, Section 
1210-175 of the Eastern Illinois University Law, Section 15-175 
13of the Governors State University Law, Section 20-180 of the 
14Illinois State University Law, Section 25-175 of the 
15Northeastern Illinois University Law, Section 30-185 of the 
16Northern Illinois University Law, and Section 35-180 of the 
17Western Illinois University Law.
18    The Board must provide an opportunity for public comment on 
19the reports at one of its regularly scheduled Board meetings. 
 
20    Section 10. The University of Illinois Act is amended  by 
21adding Section 80 as follows:

19    Section 20. The Chicago State University Law is amended  by 
20adding Section 5-175 as follows:

15    Section 40. The Northeastern Illinois University Law is 
16amended  by adding Section 25-175 as follows:

13    Section 50. The Western Illinois University Law is amended  
14by adding Section 35-180 as follows:

1    Section 99. Effective date. This Act takes effect upon 
2becoming law.
