| 5 | | changing Section 5-20 as follows:

| 7 | | Sec. 5-20. Electronic health care card. By December 31, |
| 8 | | 1994, the
Illinois Department may develop and implement by rule |
| 9 | | an electronic health
information system to process claims |
| 10 | | electronically and to electronically store
Medicare and |
| 11 | | Medicaid patient records, medical histories, and billing
|
| 12 | | information. The Illinois Department may issue each Medicare |
| 13 | | and Medicaid
recipient a health card containing electronically |
| 14 | | coded information that will
access the system, verify their |
| 15 | | Medicare or Medicaid status, and display how
much the patient |
| 16 | | must pay in deductibles or copayments for a medical procedure.

| 1 | | The Illinois Department may also develop safeguards to protect |
| 2 | | recipients'
health information from misuse or unauthorized |
| 3 | | disclosure.
|
| 4 | | On or before July 1, 2011, the Department shall cease |
| 5 | | issuing monthly MediPlan cards and shall instead issue |
| 6 | | permanent or semi-permanent member cards to individuals |
| 7 | | enrolled for medical assistance. As soon as practicable, the |
| 8 | | member cards shall include safeguards to limit the unauthorized |
| 9 | | use of the medical card by an individual other than the member |
| 10 | | to whom the card has been issued. These safeguards may include, |
| 11 | | but not be limited to, the use of a matrix barcode or related |
| 12 | | technology which allows a medical provider to access data, |
| 13 | | including identifying data of the individual named on the card |
| 14 | | and photographic images maintained by the Secretary of State in |
| 15 | | the driver's registration and State identification databases. |
| 16 | | The Department shall be authorized to enter into contracts with |
| 17 | | other public and private sector entities to maximize the amount |
| 18 | | of relevant information and data available to be accessed |
| 19 | | through the use of these cards. Furthermore, the Department may |
| 20 | | employ any reasonable means by which providers may verify an |
| 21 | | individual's eligibility for medical assistance in place of |
| 22 | | MediPlan cards. |
