1    AN ACT concerning higher education.

 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:




 
4    Section 5. The University of Illinois Act is amended  by 
5adding Section 80 as follows:
 
6    (110 ILCS 305/80  new)
7    Sec. 80. Search firm prohibition. Charges for the services 
8of an external hiring search firm may not be paid from any 
9source of funds, except (i) in the hiring of the President of 
10the University or (ii) in the case of when the President of the 
11University and the Board of Trustees demonstrate a justifiable 
12need for guidance from an individual or firm with specific 
13expertise in the field of the hiring. The University shall 
14implement a policy under this Section, including qualifying 
15criteria, within 6 months after the effective date of this 
16amendatory Act of the 97th General Assembly.
 
17    Section 10. The Southern Illinois University Management 
18Act is amended  by adding Section 65 as follows:
 
19    (110 ILCS 520/65  new)
20    Sec. 65. Search firm prohibition. Charges for the services 
21of an external hiring search firm may not be paid from any

1source of funds, except (i) in the hiring of the President of 
2the University or (ii) in the case of when the President of the 
3University and the Board demonstrate a justifiable need for 
4guidance from an individual or firm with specific expertise in 
5the field of the hiring. The University shall implement a 
6policy under this Section, including qualifying criteria, 
7within 6 months after the effective date of this amendatory Act 
8of the 97th General Assembly.
 
9    Section 15. The Chicago State University Law is amended  by 
10adding Section 5-175 as follows:
 
11    (110 ILCS 660/5-175  new)
12    Sec. 5-175. Search firm prohibition. Charges for the 
13services of an external hiring search firm may not be paid from 
14any source of funds, except (i) in the hiring of the President 
15of the University or (ii) in the case of when the President of 
16the University and the Board demonstrate a justifiable need for 
17guidance from an individual or firm with specific expertise in 
18the field of the hiring. The University shall implement a 
19policy under this Section, including qualifying criteria, 
20within 6 months after the effective date of this amendatory Act 
21of the 97th General Assembly.
 
22    Section 20. The Eastern Illinois University Law is amended  
23by adding Section 10-175 as follows:

8the field of the hiring. The University shall implement a

12    Section 25. The Governors State University Law is amended  
13by adding Section 15-175 as follows:

16services of an external hiring search firm may not be paid from 
17any source of funds, except (i) in the hiring of the President 
18of the University or (ii) in the case of when the President of 
19the University and the Board demonstrate a justifiable need for 
20guidance from an individual or firm with specific expertise in 
21the field of the hiring. The University shall implement a 
22policy under this Section, including qualifying criteria,

8of the University or (ii) in the case of when the President of 
9the University and the Board demonstrate a justifiable need for 
10guidance from an individual or firm with specific expertise in

15    Section 35. The Northeastern Illinois University Law is 
16amended  by adding Section 25-175 as follows:
