| 1 | | HOUSE JOINT RESOLUTION

| 2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 3 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 4 | | the Fire Protection District Consolidation Task Force is |
| 5 | | created for the purpose of recommending the best procedure and |
| 6 | | governmental structure for consolidating fire protection |
| 7 | | districts and municipal fire departments; and be it further
|
| 8 | | RESOLVED, That the Task Force shall be composed of 7 |
| 9 | | members as follows: |
| 10 | | (1) 2 members of the Illinois House of Representatives, |
| 11 | | one each appointed by the Speaker of the House and the |
| 12 | | House Minority Leader; |
| 13 | | (2) 2 members of the Illinois Senate, one each |
| 14 | | appointed by the Senate President and the Senate Minority |
| 15 | | Leader; and |
| 16 | | (3) 3 public members appointed by the Governor, one to |
| 17 | | represent fire protection districts, one to represent |
| 18 | | municipalities, and one to represent labor; and be it |
| 19 | | further
|
| 20 | | RESOLVED, That the members of the Task Force shall elect |
| 21 | | one member to serve as the chair of the Task Force; and be it |
| 22 | | further
|

| 1 | | RESOLVED, That a member of the Task Force is not entitled |
| 2 | | to compensation, but is entitled to reimbursement for the |
| 3 | | travel expenses incurred by the member while transacting Task |
| 4 | | Force business; and be it further
|
| 5 | | RESOLVED, That the Task Force shall meet on July 1, 2011 |
| 6 | | and August 1, 2011 and at times designated by the chair; and be |
| 7 | | it further
|
| 8 | | RESOLVED, That a majority of the members of the Task Force |
| 9 | | constitute a quorum for transacting Task Force business; and be |
| 10 | | it further
|
| 11 | | RESOLVED, That the Task Force shall prepare and issue a |
| 12 | | report to the Governor and the General Assembly by November 1, |
| 13 | | 2011, recommending the best procedure and governmental |
| 14 | | structure for consolidating fire protection districts and |
| 15 | | municipal fire departments; and be it further

| 16 | | RESOLVED, That the report must include specific |
| 17 | | recommendations concerning the resolution of the pension, tax |
| 18 | | levy, and employment related issues associated with |
| 19 | | consolidating fire protection districts and municipal fire |
| 20 | | departments; and be it further
|
| 21 | | RESOLVED, That the report must include recommendations for |
