AMENDMENT TO HOUSE JOINT RESOLUTION 45

AMENDMENT NO. ___. Amend House Joint Resolution 45 on page 2, by replacing lines 7 through 12 with the following:

"RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING HEREIN, that the State shall appropriate no amount for new wage increases associated with any and all collectively bargained contracts throughout State government until the State has demonstrated 2 years of operating surpluses; an operating surplus shall be determined by the Illinois Office of the Comptroller and shall be defined as a State fiscal year in which the expenditures authorized or incurred during the fiscal year are less than the revenues received during the same fiscal year; and be it further

RESOLVED, That until the State achieves operating surpluses in 2 consecutive fiscal years, as defined above, the State shall not authorize or appropriate any funds for payment increases in lieu of pay raises for health insurance benefit increases or employee cost-sharing reductions or reductions for employee contributions to the State Employees Retirement System of Illinois; and be it further".
