| 5 | | on page 1, line 9, by replacing "Section 5.1" with "Sections |
| 6 | | 5.1 and 5.2"; and |
| 7 | | on page 4, immediately after line 12, by inserting the |
| 8 | | following: |

| 10 | | SECTION 5.2. INDEPENDENT ACTUARIAL REVIEW OF PENSION |
| 11 | | LEGISLATION |
| 12 | | (a) After consulting with the Treasurer, the Comptroller |
| 13 | | shall appoint an independent actuary who shall conduct, at the |
| 14 | | request of the sponsor of a bill that amends the Illinois |
| 15 | | Pension Code or the State Pension Funds

| 1 | | Appropriation Act (other than a bill limited to the subject of |
| 2 | | appropriations or for the
codification, revision or |
| 3 | | rearrangement of laws), an assessment of that measure in order: |
| 4 | | (i) to estimate its impact on each affected public pension and |
| 5 | | retirement system, in dollars where appropriate and (ii) to |
| 6 | | identify its immediate effect and, if determinable or |
| 7 | | reasonably foreseeable, its long-range effect. If, after |
| 8 | | careful investigation, it is determined that no dollar estimate |
| 9 | | is possible, the independent actuary shall include in his or |
| 10 | | her assessment a statement to that effect, setting forth the |
| 11 | | reasons why no dollar estimate can be given. As soon as |
| 12 | | possible after completing each assessment, the independent |
| 13 | | actuary shall deliver a copy of the assessment to the |
| 14 | | Comptroller, Treasurer, Clerk of the House of Representatives, |
| 15 | | and Secretary of the Senate. |
| 16 | | (b) A bill that amends the Illinois Pension Code or the |
| 17 | | State Pension Funds
Continuing Appropriation Act may not be |
| 18 | | considered on the floor of the House of Representatives or the |
| 19 | | Senate until the independent actuary has delivered a copy of |
| 20 | | the assessment of that bill to the Comptroller, Treasurer, |
| 21 | | Clerk of the House of Representatives, and Secretary of the |
| 22 | | Senate.". |
