| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, Public transportation serves an important role in | ||||||
| 3 | meeting the transportation needs of many State citizens; and
| ||||||
| 4 | WHEREAS, The State must be prepared to consolidate the mass | ||||||
| 5 | transit services provided by the Regional Transportation | ||||||
| 6 | Authority, the Commuter Rail Board, the Suburban Bus Board, and | ||||||
| 7 | the Chicago Transit Authority in order to provide citizens with | ||||||
| 8 | the most effective and cost efficient means of public | ||||||
| 9 | transportation; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 11 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 12 | the Mass Transit Consolidation Commission is created for the | ||||||
| 13 | purpose of recommending the best procedure and governmental | ||||||
| 14 | structure for consolidating the mass transit services provided | ||||||
| 15 | by the Regional Transportation Authority, the Commuter Rail | ||||||
| 16 | Board, the Suburban Bus Board, and the Chicago Transit | ||||||
| 17 | Authority; and be it further
| ||||||
| 18 | RESOLVED, That the Commission shall be composed of 10 | ||||||
| 19 | members as follows: | ||||||
| 20 | (1) 4 members of the Illinois House of Representatives, | ||||||
| 21 | 2 appointed by the Speaker of the House and 2 appointed by | ||||||
| 22 | the House Minority Leader; | ||||||

| 1 | (2) 4 members of the Illinois Senate, 2 appointed by | ||||||
| 2 | the Senate President and 2 appointed by the Senate Minority | ||||||
| 3 | Leader; and | ||||||
| 4 | (3) 2 public members appointed by the Governor; and be | ||||||
| 5 | it further | ||||||
| 6 | RESOLVED, That a person appointed as a public member of the | ||||||
| 7 | Commission must have expertise and experience in the area of | ||||||
| 8 | public transportation; and be it further | ||||||
| 9 | RESOLVED, That the members of the Commission shall elect | ||||||
| 10 | one member to serve as the chair of the Commission; and be it | ||||||
| 11 | further | ||||||
| 12 | RESOLVED, That a member of the Commission is not entitled | ||||||
| 13 | to compensation but is entitled to reimbursement for the travel | ||||||
| 14 | expenses incurred by the member while transacting Commission | ||||||
| 15 | business; and be it further | ||||||
| 16 | RESOLVED, That the Commission shall meet at least monthly | ||||||
| 17 | at the times and places that the chair designates; and be it | ||||||
| 18 | further | ||||||
| 19 | RESOLVED, That a majority of the members of the Commission | ||||||
| 20 | constitute a quorum for transacting Commission business; and be | ||||||
| 21 | it further | ||||||

| 1 | RESOLVED, That the Commission shall prepare and issue a | ||||||
| 2 | report to the Governor and the General Assembly by July 1, | ||||||
| 3 | 2012, recommending the best procedure and governmental | ||||||
| 4 | structure for consolidating the mass transit services provided | ||||||
| 5 | by the Regional Transportation Authority, the Commuter Rail | ||||||
| 6 | Board, the Suburban Bus Board, and the Chicago Transit | ||||||
| 7 | Authority; and be it further | ||||||
| 8 | RESOLVED, That the report must include recommendations for | ||||||
| 9 | legislation to implement the consolidation of mass transit | ||||||
| 10 | services; and be it further | ||||||
| 11 | RESOLVED, That the Commission must hold at least one public | ||||||
| 12 | hearing in each of the counties served by the Regional | ||||||
| 13 | Transportation Authority, the Commuter Rail Board, the | ||||||
| 14 | Suburban Bus Board, and the Chicago Transit Authority in order | ||||||
| 15 | to receive public input concerning the consolidation of mass | ||||||
| 16 | transit services; and be it further
| ||||||
| 17 | RESOLVED, That the Illinois Department of Transportation | ||||||
| 18 | shall provide administrative and other support to the | ||||||
| 19 | Commission.
