| 2 | | WHEREAS, The 14th Amendment of the United States |
| 3 | | Constitution clearly states that all persons born in the United |
| 4 | | States are citizens of the U.S. and the state in which they |
| 5 | | reside; and
|
| 6 | | WHEREAS, For over 100 years, the United States Supreme |
| 7 | | Court has upheld that citizenship be granted to all individuals |
| 8 | | born on U.S. soil, regardless of their parent's citizenship |
| 9 | | status; and
|
| 10 | | WHEREAS, A repeal of the 14th Amendment would have dire and |
| 11 | | costly effects on the State of Illinois, due to the creation of |
| 12 | | a lengthy bureaucratic process to confer U.S. citizenship; and
|
| 13 | | WHEREAS, Denying citizenship to certain U.S.-born children |
| 14 | | would create a permanent group of non-citizens and the |
| 15 | | potential for a stateless segment of the population; and
|
| 16 | | WHEREAS, Legislators have initiated a campaign to amend the |
| 17 | | United States Constitution in a way that undermines a pillar of |
| 18 | | U.S. civil rights; and
|
| 19 | | WHEREAS, The majority of immigrants come to this country to |
| 20 | | work or to reunite with family members already residing in the |
