| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, Motorcyclists across the country and in Illinois | ||||||
| 3 | provide numerous benefits to communities across the State and | ||||||
| 4 | participate in various activities including parades, memorial | ||||||
| 5 | services, and demonstrations; and
| ||||||
| 6 | WHEREAS, Motorcyclists often know and abide by the rules of | ||||||
| 7 | the road for operating a motorcycle and would have an advantage | ||||||
| 8 | in helping mediate traffic patterns between motorcycles and | ||||||
| 9 | other vehicles; and
| ||||||
| 10 | WHEREAS, Often at events with a heavy motorcycle presence | ||||||
| 11 | there are issues involving the directing of traffic of all | ||||||
| 12 | vehicles, including the motorcycles themselves, and often | ||||||
| 13 | motorcyclists volunteer to direct traffic to ensure there are | ||||||
| 14 | no accidents or injuries; and
| ||||||
| 15 | WHEREAS, A special motorcycle crossing guard program would | ||||||
| 16 | allow the State Police to officially train and certify | ||||||
| 17 | motorcyclists on the Rules of the Road, traffic safety, | ||||||
| 18 | directing traffic, and in the duties involved with being a | ||||||
| 19 | crossing guard; and
| ||||||
| 20 | WHEREAS, Motorcyclists, if trained under a special | ||||||
| 21 | motorcycle crossing guard program, may be allowed to perform | ||||||
| |||||||
| |||||||
| 1 | the duties of a crossing guard during special events that have | ||||||
| 2 | a motorcycle presence; and
| ||||||
| 3 | WHEREAS, A special motorcycle crossing guard program would | ||||||
| 4 | benefit both the police authority and motorist by providing | ||||||
| 5 | safety in directing traffic during special events that have a | ||||||
| 6 | motorcycle presence; therefore, be it
| ||||||
| 7 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 8 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 9 | the Illinois State Police shall conduct a study on the | ||||||
| 10 | feasibility of creating and implementing a special motorcycle | ||||||
| 11 | crossing guard program and shall issue a report with its | ||||||
| 12 | recommendations to the General Assembly by July 15, 2012; and | ||||||
| 13 | be it further
| ||||||
| 14 | RESOLVED, That the study must include, but not be limited | ||||||
| 15 | to, the following: | ||||||
| 16 | (1) an examination of current, related law, including, | ||||||
| 17 | but not limited to, laws regarding funeral processions and | ||||||
| 18 | funeral crossing guards; | ||||||
| 19 | (2) how to make the training program cost neutral to | ||||||
| 20 | the State of Illinois; | ||||||
| 21 | (3) a proper definition of "special event"; | ||||||
| 22 | (4) consideration of a zero tolerance drug and alcohol | ||||||
| 23 | use policy; | ||||||

| 1 | (5) the necessity of liability insurance; and | ||||||
| 2 | (6) the need for a uniform or visible, physical | ||||||
| 3 | indicator that shows a motorcycle crossing guard is trained | ||||||
| 4 | and qualified; and be it further | ||||||
| 5 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 6 | presented to the Director of the Illinois State Police and the | ||||||
| 7 | State Coordinator of A.B.A.T.E. Illinois.
