HOUSE RESOLUTION

WHEREAS, Motorcyclists across the country and in Illinois provide numerous benefits to communities across the State and participate in various activities including parades, memorial services, and demonstrations; and

WHEREAS, Motorcyclists often know and abide by the rules of the road for operating a motorcycle and would have an advantage in helping mediate traffic patterns between motorcycles and other vehicles; and

WHEREAS, Often at events with a heavy motorcycle presence there are issues involving the directing of traffic of all vehicles, including the motorcycles themselves, and often motorcyclists volunteer to direct traffic to ensure there are no accidents or injuries; and

WHEREAS, A special motorcycle crossing guard program would allow the State Police to officially train and certify motorcyclists on the Rules of the Road, traffic safety, directing traffic, and in the duties involved with being a crossing guard; and

WHEREAS, Motorcyclists, if trained under a special motorcycle crossing guard program, may be allowed to perform the duties of a crossing guard during special events that have a motorcycle presence; and

WHEREAS, A special motorcycle crossing guard program would benefit both the police authority and motorist by providing safety in directing traffic during special events that have a motorcycle presence; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Illinois State Police shall conduct a study on the feasibility of creating and implementing a special motorcycle crossing guard program and shall issue a report with its recommendations to the General Assembly by July 15, 2012; and be it further

RESOLVED, That the study must include, but not be limited to, the following:

(1) an examination of current, related law, including, but not limited to, laws regarding funeral processions and funeral crossing guards;

(2) how to make the training program cost neutral to the State of Illinois;

(3) a proper definition of "special event";

(4) consideration of a zero tolerance drug and alcohol use policy;

(5) the necessity of liability insurance; and

(6) the need for a uniform or visible, physical indicator that shows a motorcycle crossing guard is trained and qualified; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the Director of the Illinois State Police and the State Coordinator of A.B.A.T.E. Illinois.
