| 2 | | WHEREAS, Plans exist for the Department of Central |
| 3 | | Management Services (CMS) to consolidate the information |
| 4 | | technology (IT) staff of the Department of Corrections (IDOC); |
| 5 | | and
|
| 6 | | WHEREAS, Current IT personnel under the Department of |
| 7 | | Corrections are required to undergo background checks and drug |
| 8 | | screenings to help ensure against the possibility of drugs and |
| 9 | | weapons being brought to inmates; and
|
| 10 | | WHEREAS, All IDOC IT staff are required to go through |
| 11 | | IDOC's pre-service classes and annual training regarding |
| 12 | | prison security; and
|
| 13 | | WHEREAS, Concerns exist as to what effect this |
| 14 | | consolidation may have on IDOC security; and
|
| 15 | | WHEREAS,
The proposed consolidation also raises questions |
| 16 | | as to what effect it would have on current IDOC personnel's |
| 17 | | pensions; and
|
| 18 | | WHEREAS, There have been multiple audit findings against |
| 19 | | CMS and various other State agencies for incomplete interagency |
| 20 | | agreements and inadequate billing documentation for CMS |
|

| 1 | | services; and
|
| 2 | | WHEREAS, The Department of Central Management Services |
| 3 | | should not attempt to shore up its budget by consolidating |
| 4 | | services of agencies and then overcharging the agencies for the |
| 5 | | service they provide; therefore, be it
|
| 6 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 7 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 8 | | we direct the Department of Central Management Services, in |
| 9 | | cooperation with the Department of Corrections, to conduct a |
| 10 | | study showing the potential cost or savings from the proposed |
| 11 | | consolidation; and be it further
|
| 12 | | RESOLVED, That the study shall also include any potential |
| 13 | | impact on Department of Corrections personnel; and be it |
| 14 | | further
|
| 15 | | RESOLVED, That this study must be completed by the |
| 16 | | Department of Central Management Services and filed with the |
| 17 | | Clerk of the House of Representatives before any consolidation |
| 18 | | is initiated; and be it further
|
| 19 | | RESOLVED, That a suitable copy of this resolution be |
| 20 | | delivered to the Director of Central Management Services and |
| 21 | | the Director of the Department of Corrections.
