| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The children of Illinois are our future and will | ||||||
| 3 | provide the leadership, creativity, and productivity to | ||||||
| 4 | strengthen and sustain the quality of life in our State; and | ||||||
| 5 | WHEREAS, The State of Illinois has the responsibility for | ||||||
| 6 | ensuring that our children have every possible opportunity for | ||||||
| 7 | school and future success; and | ||||||
| 8 | WHEREAS, Each student in Illinois deserves to be challenged | ||||||
| 9 | academically and prepared for college, meaningful employment | ||||||
| 10 | in our global economy, and lifelong success; and | ||||||
| 11 | WHEREAS, Each student in Illinois deserves to be supported | ||||||
| 12 | by qualified, caring adults and receive access to personalized | ||||||
| 13 | learning; and | ||||||
| 14 | WHEREAS, Each student in Illinois deserves to learn about | ||||||
| 15 | and practice a healthy lifestyle; and
| ||||||
| 16 | WHEREAS, Each student in Illinois deserves to learn in an | ||||||
| 17 | environment that is physically and emotionally safe; and
| ||||||
| 18 | WHEREAS, Each student in Illinois deserves to be actively | ||||||
| 19 | engaged in learning and connected to the school and broader | ||||||
| |||||||
| |||||||
| 1 | community; and | ||||||
| 2 | WHEREAS, The consequences of not ensuring our young people | ||||||
| 3 | are challenged, supported, healthy, safe, and engaged are | ||||||
| 4 | clear; and | ||||||
| 5 | WHEREAS, Illinois has the highest dropout rate of any state | ||||||
| 6 | in the U.S.; and | ||||||
| 7 | WHEREAS, The cost to the State in lost wages, taxes, and | ||||||
| 8 | productivity over the lifetime of these students is more than | ||||||
| 9 | $10.1 billion; and | ||||||
| 10 | WHEREAS, 19% of Illinois children were in poverty in 2010; | ||||||
| 11 | and | ||||||
| 12 | WHEREAS, 35% of children ages 3-5 were not enrolled in | ||||||
| 13 | nursery school, preschool, or kindergarten in 2010; and | ||||||
| 14 | WHEREAS, 35% of Illinois children and teens ages 10-17 are | ||||||
| 15 | overweight or obese; and | ||||||
| 16 | WHEREAS, Research indicates that more than 20% of students | ||||||
| 17 | report there is no adult at their school who cares about them | ||||||
| 18 | or knows them well; and
| ||||||
| 19 | WHEREAS,
According to the Indicators of School Crime and | ||||||

| 1 | Safety report of 2010, 32% of middle and high school students | ||||||
| 2 | reported being bullied during the 2007 school year; therefore, | ||||||
| 3 | be it
| ||||||
| 4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 5 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 6 | we recognize March as "Illinois Whole Child Month"; and
be it | ||||||
| 7 | further | ||||||
| 8 | RESOLVED, That we recognize the value of assuring that each | ||||||
| 9 | student is challenged, supported, healthy, safe, and engaged; | ||||||
| 10 | and
be it further | ||||||
| 11 | RESOLVED, That we encourage parents, educators, and | ||||||
| 12 | community members to support a whole child approach to | ||||||
| 13 | education for each student; and
be it further
| ||||||
| 14 | RESOLVED, That we encourage every Illinois school to | ||||||
| 15 | celebrate Whole Child Month by adopting at least one of the | ||||||
| 16 | whole child tenets to promote and encourage throughout the | ||||||
| 17 | month.
