| 1 | HOUSE RESOLUTION
| ||||||
| 2 | WHEREAS, The Keystone XL pipeline will be an integrated | ||||||
| 3 | infrastructure system to deliver Canadian bitumen and | ||||||
| 4 | synthetic crude oil, derived from bitumen, to U.S. oil | ||||||
| 5 | refineries that will be able to use this commodity chemical in | ||||||
| 6 | the same way as crude oil pumped directly from the ground; and
| ||||||
| 7 | WHEREAS, Much of the Keystone XL pipeline is already in | ||||||
| 8 | place and supplying fuel for a job-creating oil refinery | ||||||
| 9 | complex in Wood River, Illinois, and thus indirectly providing | ||||||
| 10 | diesel fuel and gasoline for motorists throughout the Midwest; | ||||||
| 11 | and
| ||||||
| 12 | WHEREAS, Although the soaring price of motor fuel is | ||||||
| 13 | currently causing frustrations for consumers throughout | ||||||
| 14 | Illinois, there are State and national policies that can be | ||||||
| 15 | changed to help ordinary Americans; and
| ||||||
| 16 | WHEREAS, The oil industry has repeatedly requested | ||||||
| 17 | granting of the final federal government permits to enable | ||||||
| 18 | expansion of the Keystone XL pipeline system, and this | ||||||
| 19 | expansion would enable more bitumen oil sands to be mined in | ||||||
| 20 | North America and further decrease our continent's dependence | ||||||
| 21 | upon uncertain oil supplies pumped from hostile regions of the | ||||||
| 22 | world; and

| 1 | WHEREAS, Completion of the Keystone XL pipeline system will | ||||||
| 2 | not only create jobs in pipeline construction and oil refining, | ||||||
| 3 | but will be a necessary element of our future national | ||||||
| 4 | security; therefore, be it
| ||||||
| 5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 6 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 7 | we commend the members of Congress of the United States who | ||||||
| 8 | have called for the expansion and completion of the Keystone XL | ||||||
| 9 | pipeline system; and be it further
| ||||||
| 10 | RESOLVED, That we call upon the current President of the | ||||||
| 11 | United States and his administration to speed up the process of | ||||||
| 12 | granting the final permits to enable construction to begin on | ||||||
| 13 | the completion of the Keystone XL pipeline network for reasons | ||||||
| 14 | of consumer protection and national security; and be it further | ||||||
| 15 | RESOLVED, That we request that the United States Department | ||||||
| 16 | of Defense make a public statement as to the desirability of | ||||||
| 17 | maximizing the production of fossil fuels within the boundaries | ||||||
| 18 | of North America as part of our overall worldwide strategic | ||||||
| 19 | position in relations to nations that do not wish well to the | ||||||
| 20 | United States; and be it further | ||||||
| 21 | RESOLVED, That suitable copies of this resolution be sent | ||||||

| 1 | to the members of the Illinois congressional delegation, the | ||||||
| 2 | President of the United States, the United States Secretary of | ||||||
| 3 | Defense, the United States Secretary of the Interior, the | ||||||
| 4 | United States Secretary of Energy, and the Administrator of the | ||||||
| 5 | United States Environmental Protection Agency.
