| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, Governor Pat Quinn has proposed reductions in the | ||||||
| 3 | amount of benefits or services provided under the medical | ||||||
| 4 | assistance (Medicaid) program under the Illinois Public Aid | ||||||
| 5 | Code; and
| ||||||
| 6 | WHEREAS, The Governor's proposal will amount to a $2 | ||||||
| 7 | billion cut in projected spending under the Medicaid program, | ||||||
| 8 | or about 18% of the current Medicaid budget; and
| ||||||
| 9 | WHEREAS, According to a recent report, Medicaid is the | ||||||
| 10 | primary payer of care for more than 60% of Illinois nursing | ||||||
| 11 | home residents, or about 47,000 elderly or disabled | ||||||
| 12 | Illinoisans; and
| ||||||
| 13 | WHEREAS, The Governor's proposed cuts will mean that many | ||||||
| 14 | current Medicaid recipients will not be able to obtain needed | ||||||
| 15 | medications or important healthcare services; and
| ||||||
| 16 | WHEREAS, This inability to obtain needed medications or | ||||||
| 17 | important healthcare services will likely lead to more severe | ||||||
| 18 | medical problems, or even death, for the affected individuals, | ||||||
| 19 | thus possibly resulting in even higher costs to the State; | ||||||
| 20 | therefore, be it

| 1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 2 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 3 | before the House of Representatives votes on third reading on | ||||||
| 4 | any bill that will reduce the amount of benefits or services | ||||||
| 5 | provided under the medical assistance (Medicaid) program under | ||||||
| 6 | the Illinois Public Aid Code as proposed by the Governor, the | ||||||
| 7 | Governor shall file with the Clerk of the House of | ||||||
| 8 | Representatives a report that analyzes the impact of the | ||||||
| 9 | proposed reductions according to the race, gender, and age of | ||||||
| 10 | affected Medicaid recipients and the impact on hospitals and on | ||||||
| 11 | healthcare providers and that explains the expected long-term | ||||||
| 12 | impact and short-term benefits of the proposed reductions and | ||||||
| 13 | how the proposed reductions could impact employment in | ||||||
| 14 | Illinois; and be it further
| ||||||
| 15 | RESOLVED, That the Clerk of the House of Representatives | ||||||
| 16 | shall make the Governor's report available to each member of | ||||||
| 17 | the House of Representatives; and be it further | ||||||
| 18 | RESOLVED, That a suitable copy of this Resolution be | ||||||
| 19 | delivered to Governor Pat Quinn.
