HOUSE RESOLUTION

WHEREAS, The members of the Illinois House of Representatives are pleased to congratulate Raymond J. Rose on his retirement after 20 years as the chief of police for the Village of Mundelein; and

WHEREAS, Raymond J. Rose became chief of police in 1992; prior to assuming the position of chief with Mundelein, he served with the Elk Grove Village Police Department for 24 years, achieving the rank of deputy chief; and

WHEREAS, Raymond J. Rose has had extensive training and education focused on law enforcement, including the 59th nine-month Police Administration Training Program class at Northwestern University's Center for Public Safety, the 161st Session of the National F.B.I. Academy at Quantico, Virginia, the 15th Session of the Senior Management Institute for Police hosted by the Police Executive Research Forum and Harvard's Kennedy School of Government, the Northwestern Executive Management Program, the FBI Midwest Law Enforcement Executive Development Program, and the FBI LEEDS course at Quantico; he received his Bachelor's Degree in Liberal Arts and Sciences from Northern Illinois University and a Master's Degree in Public Administration from Northern Illinois, and was inducted into the Pi Alpha Alpha National Honors Society for Public Affairs Administration; and

WHEREAS, Raymond J. Rose has been active in many groups serving the law enforcement community, including being past president of the Illinois Association of Chiefs of Police, past president of the Lake County Chiefs of Police Association, past president of the Board of Directors-Northern Illinois Crime Lab, past president of the Northeast Multi-Regional Training Board, chairman of the Lake County Major Crime Task Force, chairman of the Lake County Metropolitan Enforcement Group, secretary of the Northern Illinois Police Alarm System Board, and numerous other law enforcement affiliated organizations; and

WHEREAS, Raymond J. Rose has had articles published in several law enforcement magazines, including Police Chief Magazine, Command Magazine, and Law Enforcement Technology Magazine; he coauthored a graduate-level textbook on public administration, Managing Local Government; and

WHEREAS, Raymond J. Rose has brought State and National recognition to Mundelein by his success with the Illinois Traffic Safety Challenge; he helped Mundelein place 2nd in 2012, 2nd in 2010, 1st in 2009, 3rd in 2005, 3rd in 2003, and 2nd in 2000; he has brought a host of community programs to the city, including DARE, GREAT, A-May-Zing Mundelein, Bike Rodeo, bike safety classes at schools, Fishing Derby, National Night Out, Red Ribbon Celebration, Halloween safety information, Shop with a Cop, Holiday Help Programs, Mundelein After-School Coalition, Lake County After-School Coalition, Underage Drinking Prevention Task Force, Special Olympics, Parent Academy, Junior Police Academy, Senior Academy, Citizen Police Academy, Citizen Alumni Police Academy, Project Sticker Shock, Junior/High School Liaison Officers, Lake County Gang Task Force, Crime Free Housing, Explorers, Traffic Safety Challenge, Women's Self Defense Program, Student Recognition Program with Judge Shanes, Law Enforcement Expo, Neighborhood Watch, Peer Jury, Police Chaplain Program, Gun Buy Back, and Toys for Tots; and

WHEREAS, Raymond J. Rose has helped bring recognition to the city of Mundelein for numerous achievements, such as the Toys for Tots largest collection site for 6 years, ranking in the top 20 for Special Olympics fundraisers for 6 years, the 2010 Community Policing Award from the International Chiefs of Police Association for Enhanced Police Response to Victims, Governor's Cup Finalist 2010 for A-May-Zing Mundelein, won the Governor's Cup in 2008 for Mundelein After-School Coalition, 1st place for A-May-Zing Mundelein, the 2010 IL Award from OJJDP for Social Hosting, the 2010 Organization of the Year from Mundelein Community Connection, the National Night Award, the 2009 IACP/Motorola Webber Seavey Award for Quality in Law Enforcement, recipient of the 2000 International Association of Chiefs of Police Community policing award, and the LOG-IN Excellence in Victim Services Award in 2008; and

WHEREAS, Raymond J. Rose has personally received the Focus on Youth Award from the Chicago Police Department and the Illinois Association of Chiefs of Police, the Law Enforcement Award from the Lake County Juvenile Officers Association, the Commitment to Community's Children Award from District 75, the SHOCAP Service Award, the Public Safety Executive Leadership Award from the Northwestern University Center for Public Safety, the Community Leadership Award from NICASA, the GLMV Community Service Award, the Community Service Award from the Illinois Park and Recreation Association, the Ruth H. Rosengarden Victim Service Provider Award by LCSA Michael Waller, and the NICASA Angel Ball Honoree; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Police Chief Raymond J. Rose on his retirement after 20 years and honor his service to the Village of Mundelein; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Police Chief Raymond J. Rose as an expression of our esteem and respect.
