| 2 | | WHEREAS, The members of the Illinois House of |
| 3 | | Representatives wish to thank State Representative Scott E. |
| 4 | | Penny for his service on behalf of the people of the State of |
| 5 | | Illinois; and |
| 6 | | WHEREAS, Representative Penny earned an associate's degree |
| 7 | | in law enforcement from Belleville Area College and a |
| 8 | | bachelor's degree in administration of justice from McKendree |
| 9 | | College; he lives in Fairmont City with his wife, Sheila, and |
| 10 | | is the father of a daughter, Marci, and a son, Scott, Jr.; and
|
| 11 | | WHEREAS, Representative Penny's service in the legislature |
| 12 | | follows his record of community service in the Metro East area |
| 13 | | and Fairmont City, where he served as police chief of the |
| 14 | | Fairmont City Police Department, village administrator of |
| 15 | | Fairmont City, and director of All Metro Security, Inc.; he has |
| 16 | | served as commissioner of the Metro East Sanitary District, |
| 17 | | commissioner of the Southwest Regional Port District, a member |
| 18 | | of the St. Clair County Zoning Board of Appeals, and an elected |
| 19 | | member of the Collinsville Community Unit 10 Board of |
| 20 | | Education; and
|
| 21 | | WHEREAS, Representative Penny has volunteered his time as a |
| 22 | | member of a number of local organizations, including the |
|

| 1 | | Southern Illinois Police Chief's Association, the |
| 2 | | International Association of Police Chiefs, the Law |
| 3 | | Enforcement Commission Advisory Board, the American Society |
| 4 | | for Industrial Security, the Fraternal Order of Police, the |
| 5 | | East Lodge 504 Ancient Free & Accepted Masons, the Scottish |
| 6 | | Rite, the Shriners, and he is a longtime member of the National |
| 7 | | Rifle Association; he has shared his knowledge and experience |
| 8 | | in an adjunct faculty position at Southwestern Illinois College |
| 9 | | in Belleville since 1992, and as an instructor in police and |
| 10 | | security classes for the Allied Health and Homeland Security |
| 11 | | Department; and
|
| 12 | | WHEREAS, Representative Penny, who took office as a State |
| 13 | | legislator in November 2011, passed new laws inspired by his |
| 14 | | law enforcement expertise, including laws to better locate |
| 15 | | missing children by joining the forces of the Illinois State |
| 16 | | Police and the National Center for Missing and Exploited |
| 17 | | Children, barring sex offenders from public places where |
| 18 | | children may be near, and clarifying standards for concealed |
| 19 | | carry by licensed security persons whose job duties require a |
| 20 | | concealed weapon; and
|
| 21 | | WHEREAS, Representative Penny values the service and |
| 22 | | sacrifice of veterans; he supported legislation that increases |
| 23 | | tax credits for employers who hire qualified, unemployed, |
| 24 | | honorably discharged, veterans who served in the War on Terror; |

| 2 | | WHEREAS, Representative Penny has voted with his |
| 3 | | district's best interests in mind; he is a staunch defender of |
| 4 | | the Second Amendment; he considered many legislative proposals |
| 5 | | by serving as a member of the House committees on |
| 6 | | Appropriations-Public Safety, Cities and Villages, and |
| 7 | | Transportation-Vehicles and Safety; therefore, be it
|
| 8 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 9 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 10 | | we congratulate and thank State Representative Scott E. Penny |
| 11 | | for his service in the Illinois House of Representatives and to |
| 12 | | the people of Illinois and wish him continued success in all |
| 13 | | his future endeavors; and be it further

| 14 | | RESOLVED, That a suitable copy of this resolution be |
| 15 | | presented to State Representative Scott E. Penny as a symbol of |
| 16 | | our respect and esteem.
