HOUSE RESOLUTION

  
 
2    WHEREAS, The members of the Illinois House of 
3Representatives are pleased to congratulate Frank Kopel, 
4administrator of the Division of Finance for the Department of 
5Healthcare and Family Services (DHFS), on the occasion of his 
6retirement; and
  
 
7    WHEREAS, Frank Kopel will retire December 31, 2012, after 
833 years of service to the agency; he began his carer with 
9Public Aid in 1979, as an assistant manager in the Bureau of 
10Planning and Evaluation; he has assumed increasingly 
11responsible positions within DHFS, Divisions of Medical 
12Programs and Finance, including being named a deputy 
13administrator of Medical Programs in 2009, and administrator of 
14the Division of Finance in 2011; and
  
 
15    WHEREAS, Frank Kopel developed and implemented nursing 
16home and hospital reimbursement methodologies, including 
17various provider assessments that have brought billions of 
18dollars in additional resources into the State's Medicaid 
19Program and the Intergovernmental Transfer Agreement used to 
20finance Medicaid services provided by the Cook County Health 
21and Hospital Systems; his contributions to the Medicaid 
22program's design and financing have allowed the State to 
23provide healthcare services to the people of Illinois in an

1efficient and effective manner; and
  
 
2    WHEREAS, Frank Kopel is looking forward to traveling and 
3spending time with his family when he retires; therefore, be it
  
 

  
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
5NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 
6we honor Frank Kopel on his years of service to DHFS, 
7congratulate him on his retirement, and wish him all the best 
8with his future endeavours; and be it further
  
 
9    RESOLVED, That a suitable copy of this resolution be 
10presented to Frank Kopel as an expression of our esteem and 
11respect.
