| 8 | | Commission to more fairly and equitably distribute any rate |
| 9 | | impact among customer classes and provided further that at all |
| 10 | | times the sum of the clean coal fractions for all clean coal |
| 11 | | electricity buyers shall equal one, and provided further that |
| 12 | | the clean coal fraction is subject to adjustment pursuant to |
| 13 | | subparagraph (E) of paragraph (2) of".
