Amends the State Finance Act and Illinois Vehicle Code to provide for the issuance of Ravinia Reach*Teach*Play license plates. Creates the Ravinia Reach*Teach*Play Fund as a special fund in the State treasury. Provides that the applicant shall pay an additional fee of $55 for original issuance of the plates, of which $40 shall be deposited into the Ravinia Reach*Teach*Play Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $42 shall be charged for each renewal, of which $40 shall be deposited into the Ravinia Reach*Teach*Play Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Ravinia Reach*Teach*Play Fund shall be paid as grants to the Ravinia Festival Association for its Reach*Teach*Play music education programs. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:

| 4 | | Section 5. The State Finance Act is amended by adding |
| 5 | | Section 5.786 as follows: |

| 7 | | Sec. 5.786. The Ravinia Reach*Teach*Play Fund. |
| 8 | | Section 10. The Illinois Vehicle Code is amended by adding |
| 9 | | Section 3-696 as follows: |

| 11 | | Sec. 3-696. Ravinia Reach*Teach*Play license plates. |
| 12 | | (a) The Secretary, upon receipt of an application made in |
| 13 | | the form prescribed by the Secretary of State, may issue |
| 14 | | special registration plates designated as Ravinia |
| 15 | | Reach*Teach*Play license plates. The special plates issued |
| 16 | | under this Section shall be affixed only to passenger vehicles |
| 17 | | of the first division or motor vehicles of the second division |
| 18 | | weighing not more than 8,000 pounds. Plates issued under this |
| 19 | | Section shall expire according to the multi-year procedure |
| 20 | | established by Section 3-414.1 of this Code.

| 21 | | (b) The design and color of the plates shall be wholly |

| 1 | | within the discretion of the Secretary of State, except that |
| 2 | | the phrase "Reach*Teach*Play" shall be on the plates. The |
| 3 | | plates are not required to designate "Land of Lincoln" as |
| 4 | | prescribed in subsection (b) of Section 3-412 of this Code. The |
| 5 | | Secretary may, in his or her discretion, allow the plates to be |
| 6 | | issued as vanity or personalized plates in accordance with |
| 7 | | Section 3-405.1 of this Code. The Secretary shall prescribe |
| 8 | | stickers or decals as provided under Section 3-412 of this |
| 9 | | Code. |
| 10 | | (c) An applicant shall be charged a $55 fee for original |
| 11 | | issuance in addition to the appropriate registration fee, if |
| 12 | | applicable. Of this fee, $40 shall be deposited into the |
| 13 | | Ravinia Reach*Teach*Play Fund and $15 shall be deposited into |
| 14 | | the Secretary of State Special License Plate Fund. For each |
| 15 | | registration renewal period, a $42 fee, in addition to the |
| 16 | | appropriate registration fee, shall be charged. Of this fee, |
| 17 | | $40 shall be deposited into the Ravinia Reach*Teach*Play Fund |
| 18 | | and $2 shall be deposited into the Secretary of State Special |
| 19 | | License Plate Fund. |
| 20 | | (d) The Ravinia Reach*Teach*Play Fund is created as a |
| 21 | | special fund in
the State treasury. All moneys in the Ravinia |
| 22 | | Reach*Teach*Play Fund shall be
paid, subject to appropriation |
| 23 | | by the General Assembly and
approval by the Secretary, as |
| 24 | | grants to the Ravinia Festival Association for its |
| 25 | | Reach*Teach*Play music education programs.

| 26 | | Section 99. Effective date. This Act takes effect upon |
