| 6 | | in Section 10, by deleting Sec. 3-140.2, Sec. 4-129.2, and Sec. |

| 8 | | by replacing Section 99 with the following:

| 9 | | "Section 99. Effective date. This Section and the changes |
| 10 | | made to Sections 7-109, 7-141.1, 7-142.1, and 7-145.1 take |
| 11 | | effect upon becoming law. The remainder of this Act takes |
| 12 | | effect on January 1, 2012.".
