SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Single-payer Health and Universal Care System Act. Sets forth the findings of the General Assembly. Provides that in conjunction with the Department of Insurance, the Department of Healthcare and Family Services shall examine the feasibility of creating and implementing a health care access plan that accomplishes certain goals. Provides that the Department of Healthcare and Family Services shall issue a report of its findings and recommendations to the General Assembly on or before July 1, 2012. Effective immediately.

1    AN ACT concerning health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Single-payer Health and Universal Care System Act.
 
6    Section 5. Findings. Single-payer health care demonstrated
7by Medicare and the Veterans Administration is a well-tested
8model that has been proven to contain the growth in health care
9spending while promoting quality improvements and maintaining
10comprehensive coverage. It is the intent of the General
11Assembly to establish a system of universal health coverage in
12this State that provides all residents with comprehensive
13health care benefits, guarantees a single standard care for all
14residents, stabilizes the growth in health care spending, and
15improves the quality of health care for all residents.
 
16    Section 10. Definitions. In this Act, "Department" means
17the Department of Healthcare and Family Services.
 
18    Section 15. Health care access plan. In conjunction with
19the Department of Insurance, the Department shall examine the
20feasibility of creating and implementing a health care access
21plan that does the following:

1        (1) provides access to a full range of preventive,
2    acute, and long-term health care services;
3        (2) maintains and improves the quality of health care
4    services offered to Illinois residents;
5        (3) provides portability of coverage, regardless of
6    employment status;
7        (4) provides uniform benefits for all Illinois
8    residents;
9        (5) encourages regional and local consumer
10    participation in decisions about health care delivery,
11    financing, and provider supply;
12        (6) controls capital and overall expenditures;
13        (7) provides global budgeting for health care
14    providers;
15        (8) avoids unnecessary duplication in the development
16    and availability of health care facilities and services;
17        (9) offers a mechanism for reviewing and implementing
18    multiple approaches to preventive medicine based on new
19    technologies; and
20        (10) implements comprehensive health planning tied to
21    a unified State health care budget.
 
22    Section 20. Report. The Department shall issue a report of
23its findings and recommendation to the General Assembly on or
24before July 1, 2012.
 
25    Section 99. Effective date. This Act takes effect upon
