AMENDMENT TO SENATE BILL 2526 




2    AMENDMENT NO. ______. Amend Senate Bill 2526, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:


 
 
5    "Section 5. The Public Utilities Act is amended  by adding 
6Section 5-115 as follows:
 
7    (220 ILCS 5/5-115 new)
8    Sec. 5-115. Minority, female, veterans, small business 
9reports and spending. The Commission shall require all 
10regulated gas and electric utilities with at least 100,000 
11customers  under its authority to submit an annual  report on all 
12procurement goals and actual spending for minority-owned, 
13women-owned, veteran-owned, and small business enterprises. 
14These goals shall be expressed as a percentage of the total 
15work performed by the regulated utility, and the actual 
16spending for all minority-owned, women-owned, veteran-owned,

1and small business enterprises shall also be expressed as a 
2percentage of the total work performed by the regulated 
3utility.
4    Each regulated gas and electric  utility with at least 
5100,000 customers shall submit the rules, regulations, and 
6definitions used for their procurement goals in their annual  
7report. 
8    The Commission shall publish each annual  report on its 
9website and shall maintain each annual report for at least 5 
10years. 
 
 
11    Section 99. Effective date. This Act takes effect upon 
12becoming law.".
