Amends the Project Labor Agreements Act. Provides that the State Board of Education, the Capital Development Board, and the board of education of any school district shall not require a project labor agreement for any school construction project or any school construction project grant or debt service grant.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Project Labor Agreements Act is amended by |
| 5 | | changing Sections 10 and 15 and by adding Section 17 as |
| 6 | | follows: |

| 8 | | Sec. 10. Public works projects. Except as provided in |
| 9 | | Section 17 of this Act, on On a project-by-project basis, a |
| 10 | | State department, agency, authority, board, or instrumentality |
| 11 | | that is under the control of the Governor shall include a |
| 12 | | project labor agreement on a public works project when that |
| 13 | | department, agency, authority, board, or instrumentality has |
| 14 | | determined that the agreement advances the State's interests of |
| 15 | | cost, efficiency, quality, safety, timeliness, skilled labor |
| 16 | | force, labor stability, or the State's policy to advance |
| 17 | | minority-owned and women-owned businesses and minority and |
| 18 | | female employment.
