SENATE JOINT RESOLUTION

  
 
2    WHEREAS, A new bridge carrying Interstate 70 over the 
3Mississippi River connecting East St. Louis and downtown St. 
4Louis, Missouri is under construction; and
  
 

  
5    WHEREAS, Jerry F. Costello was born September 25, 1949 in 
6East St. Louis; he has served as a U.S. Representative since 
7August 9, 1988; during that time he has made it a priority to 
8boost the local economy by building a new transportation 
9network for the region; he is currently the senior Democrat on 
10the Transportation and Infrastructure Committee and played an 
11instrumental role in securing substantial federal funding for 
12the new Mississippi River bridge;  and
  
 
13    WHEREAS, William Lacy "Bill" Clay, Sr. was born April 30, 
141931 in St. Louis, Missouri; in 1968 he was elected the first 
15African-American U.S. Representative from Missouri; during his 
16time in office he made it a priority to focus on issues 
17affecting his urban constituents and became known as a staunch 
18advocate on behalf of underrepresented populations and issues; 
19he served 16 terms as a U.S. Representative before retiring in 
202001; and
  
 
21    WHEREAS, it is fitting to dedicate the new Mississippi 
22River bridge in honor of the veterans who have served in the

1U.S. Armed Forces as a humble gesture of thanks for the 
2freedoms we enjoy on a daily basis; therefore, be it

  
 
3    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL 
4ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 
5CONCURRING HEREIN, that the new bridge carrying Interstate 70 
6over the Mississippi River connecting East St. Louis and 
7downtown St. Louis, Missouri is designated as the Jerry F. 
8Costello - William Lacy "Bill" Clay Sr. Veterans Memorial 
9Bridge; and be it further
  
 
10    RESOLVED, That the Illinois Department of Transportation 
11is requested to erect at suitable locations, consistent with 
12State and federal regulations, appropriate plaques or signs 
13giving notice of the name of the Jerry F. Costello - William 
14Lacy "Bill" Clay Sr. Veterans Memorial Bridge; and be it 
15further
 
16    RESOLVED, That a suitable copy of this resolution be 
17presented to the Secretary of the Illinois Department of 
18Transportation.
