| 1 | | SENATE JOINT RESOLUTION
|
| 2 | | WHEREAS, It is the policy and intent of the State of |
| 3 | | Illinois that, in accord with the setting of performance |
| 4 | | standards, every student, regardless of the economic or social |
| 5 | | circumstances and regardless of the school to which the student |
| 6 | | is assigned, has the right to the same level of educational |
| 7 | | services as every other student in this State, to the extent |
| 8 | | allowed by State funds; and
|
| 9 | | WHEREAS, Every student should have a teacher assignment by |
| 10 | | no later than the tenth day of class following the opening of |
| 11 | | the school year, and every school district should complete |
| 12 | | student scheduling by 30 days prior to the first day of class |
| 13 | | at the opening of the school year; and
|
| 14 | | WHEREAS, Every school district should, by measures |
| 15 | | relative to its resources, provide its students with an |
| 16 | | education that promotes the personal development and civic |
| 17 | | responsibility of the student and that includes a meaningful |
| 18 | | opportunity for instruction in civics, history, art, music, and |
| 19 | | foreign languages; and
|
| 20 | | WHEREAS, In all instances, school districts should give due |
| 21 | | weight to the special problems of children living in districts |
| 22 | | with high concentrations of poverty when considering the method |
