| 1 | SENATE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, The State of Illinois economy is recovering and | ||||||
| 3 | our State continues to search for innovative methods of | ||||||
| 4 | balancing our budget, spurring our economy, and growing our | ||||||
| 5 | State's workforce and business opportunities and these goals | ||||||
| 6 | are not mutually exclusive; and
| ||||||
| 7 | WHEREAS, Illinois offers multiple economic incentive | ||||||
| 8 | programs, grants, and tax incentives created by statute and in | ||||||
| 9 | part administered by the Department of Commerce and Economic | ||||||
| 10 | Opportunity and the Department of Revenue; and
| ||||||
| 11 | WHEREAS, An analysis of the effectiveness and fairness and | ||||||
| 12 | uniformity and predictability of each of these programs, | ||||||
| 13 | grants, and incentives is necessary and currently is underway | ||||||
| 14 | by this General Assembly; and
| ||||||
| 15 | WHEREAS, The State of Illinois continues to search for | ||||||
| 16 | solutions and incentives to bring new jobs to our State while | ||||||
| 17 | still balancing the need for predictable State revenue, a | ||||||
| 18 | redesigned revenue code, and continued recovery; and
| ||||||
| 19 | WHEREAS, The General Assembly should articulate the type of | ||||||
| 20 | new jobs and new industries we want to come to Illinois and | ||||||
| 21 | take action to bring those jobs to our fine State; and | ||||||

| 1 | WHEREAS, We should encourage jobs that will lift our | ||||||
| 2 | citizens' standard of living; jobs consistent with our role as | ||||||
| 3 | stewards of our environment; jobs that boost our citizens | ||||||
| 4 | wages; jobs that keep our best and brightest home in Illinois | ||||||
| 5 | after earning their degrees; and attract jobs in industries | ||||||
| 6 | that are rapidly growing and are the industries of the future; | ||||||
| 7 | jobs that significantly expand our tax base and not reduce | ||||||
| 8 | revenue; and
| ||||||
| 9 | WHEREAS, The General Assembly should put parameters and | ||||||
| 10 | guidelines on these goals for future incentive programs; | ||||||
| 11 | therefore, be it
| ||||||
| 12 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 13 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 14 | CONCURRING HEREIN, that we must continue to remain a | ||||||
| 15 | competitive workforce and an ideal State to bring new industry | ||||||
| 16 | and new jobs in this recovering economy; and be it further
| ||||||
| 17 | RESOLVED, That we should design and create incentive | ||||||
| 18 | programs that attract growth industries which include the | ||||||
| 19 | industries and jobs of the future whether they be | ||||||
| 20 | technology-based or otherwise but that they expand at least | ||||||
| 21 | twice the rate of the State's Gross domestic product; and be it | ||||||
| 22 | further | ||||||

| 1 | RESOLVED, That we create incentive programs that attract | ||||||
| 2 | jobs smart for Illinois, including jobs that spur growth in | ||||||
| 3 | multiple industries; that the new jobs take advantage of our | ||||||
| 4 | graduates from Illinois institutions of higher education and | ||||||
| 5 | keep them in Illinois; that the jobs are truly portable in that | ||||||
| 6 | the jobs could have been established in other states or other | ||||||
| 7 | countries but for the incentive program; and be it further | ||||||
| 8 | RESOLVED, That the jobs provide good wages and benefits for | ||||||
| 9 | Illinoisans in that they pay over 250% of the federal poverty | ||||||
| 10 | level, provide a safe work environment, and are not temporary | ||||||
| 11 | in that their average duration exceeds one year of employment; | ||||||
| 12 | and be it further | ||||||
| 13 | RESOLVED, That the jobs enhance our citizens standard of | ||||||
| 14 | living and due to the level of pay and length of employment in | ||||||
| 15 | comparison to the incentive provided will serve to expand our | ||||||
| 16 | revenue base rather than contract our revenue base; and be it | ||||||
| 17 | further | ||||||
| 18 | RESOLVED, That the design of our statutory incentive | ||||||
| 19 | programs should generate at least 2 dollars of investment in | ||||||
| 20 | our State for every dollar of incentive provided, be | ||||||
| 21 | administered by the Department of Commerce and Economic | ||||||
| 22 | Opportunity based on recognized standards and benchmarks, and | ||||||

| 1 | account for enhanced incentives for jobs or spending in | ||||||
| 2 | economically depressed areas of our State.
