Proposes to amend the Bill of Rights Article of the Illinois Constitution to
provide that the State
shall enact on or before May 31, 2014 a plan for universal health care coverage
for all persons. Effective upon being declared adopted.

proposition to add Section 25 to Article I of |
| 9 | | the Illinois Constitution as
follows:

| 13 | | SECTION 25. UNIVERSAL HEALTH CARE COVERAGE |
| 14 | | Health care is an essential safeguard of human life and |
| 15 | | dignity, and there is
an obligation
for the State of Illinois |
| 16 | | to ensure that every person is able to realize this
fundamental |
| 17 | | right. On or
before May 31, 2014, the General Assembly by law |
| 18 | | shall enact a plan for
universal health care
coverage that |
| 19 | | permits everyone in Illinois to obtain decent health care on a
|
| 20 | | regular basis.
