| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of
the Honorable Charles William Chapman of | ||||||
| 4 | Edwardsville, who passed away on May 15, 2011; and
| ||||||
| 5 | WHEREAS, Charles Chapman was born on February 18, 1942, in | ||||||
| 6 | Granite City; he was the son of the late Earl William and Mabel | ||||||
| 7 | Aileen, nee Huddleston, Chapman; he married Judith Ann, nee | ||||||
| 8 | Severine, Chapman on November 23, 1963, at St. John Lutheran | ||||||
| 9 | Church in Granite City; and
| ||||||
| 10 | WHEREAS, Charles Chapman received his bachelor's degree in | ||||||
| 11 | chemistry from Southern Illinois University in Edwardsville in | ||||||
| 12 | 1963 and his Doctor of Jurisprudence from St. Louis University | ||||||
| 13 | in 1967; he subsequently completed his coursework for his | ||||||
| 14 | master's degree in economics in 1980 and earned his Master of | ||||||
| 15 | Law degree from the University of Virginia School Of Law in | ||||||
| 16 | 1992; and
| ||||||
| 17 | WHEREAS, Charles Chapman served as a chemist at the V.A. | ||||||
| 18 | Hospital in St. Louis, Missouri; he practiced law at the | ||||||
| 19 | Chapman and Chapman Law Office in Granite City for 12 years; he | ||||||
| 20 | then served as a Circuit Judge in the Third Judicial Circuit in | ||||||
| 21 | Madison County from 1979 to 1988; in 1988, he was elected to | ||||||
| 22 | the Illinois Appellate Court Fifth District, where he served | ||||||
| |||||||
| |||||||
| 1 | until 2001; he also served as an adjunct professor at St. Louis | ||||||
| 2 | University Law School from 1982 to 2001 and was a partner at | ||||||
| 3 | LakinChapman LLC Law Firm in Wood River since 2001; and
| ||||||
| 4 | WHEREAS, Charles Chapman was admitted to the Illinois Bar | ||||||
| 5 | Association in 1967; he was admitted to practice before the | ||||||
| 6 | U.S. Court of Appeals 7th Circuit in 1969 and before the United | ||||||
| 7 | States Supreme Court in 1979; and
| ||||||
| 8 | WHEREAS, Charles Chapman was selected as an Outstanding | ||||||
| 9 | State Trial Judge in the U.S. by the Association of Trial | ||||||
| 10 | Lawyers of America; he was also the co-author of two books on | ||||||
| 11 | legal issues; and
| ||||||
| 12 | WHEREAS, Charles Chapman was a member of Zion Lutheran | ||||||
| 13 | Church in Carpenter; he enjoyed reading, cooking, and | ||||||
| 14 | traveling; and
| ||||||
| 15 | WHEREAS, Charles Chapman was preceded in death by his | ||||||
| 16 | parents and his brother-in-law, Loren "Curly" Springs; and | ||||||
| 17 | WHEREAS, Charles Chapman is survived by his wife, Judith | ||||||
| 18 | Ann; his children, Christina, Thomas, and Sarah; his | ||||||
| 19 | grandchildren, Samuel William Chapman, Silas Jerome Chapman, | ||||||
| 20 | Eleanor Chapman Baker, Charles John Chapman Utgaard, and | ||||||
| 21 | Margaret Utgaard; his sisters and brothers-in-law, Patricia | ||||||
| |||||||
| |||||||
| 1 | and Duane Crews, Carol Sue Springs, and Sharon Kaye and Jim | ||||||
| 2 | Hargraves; his brother-in-law and sisters-in-law, John and | ||||||
| 3 | Dessa Severine and Janet Severine; and his many extended family | ||||||
| 4 | members and friends; therefore, be it
| ||||||
| 5 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 6 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | ||||||
| 7 | his family and friends, the passing of Charles William Chapman; | ||||||
| 8 | and be it further
| ||||||
| 9 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 10 | presented to the family of Charles Chapman as an expression of | ||||||
| 11 | our sympathy.
