SENATE RESOLUTION NO. 690

 
2    WHEREAS, The City of Park Ridge has participated with the
3O'Hare Noise Compatibility Commission and Technical Committee
4(ONCC) and Citizens Against Plane Pollution (CAPP) on a
5continued basis in support of their mission statement; and
 
6    WHEREAS, The impacted families of CAPP, a volunteer group
7of families seeking solutions to the nighttime low-level cargo
8flights at O'Hare International Airport, have seen a continued
9steady rise in complaints against the backdrop of nighttime
10take-offs and jet aircraft noise with a grand total of well
11over 24,000 for the year 2011; and
 
12    WHEREAS, The City of Park Ridge lays underneath the key
13nighttime air routes that converge over the community; this
14includes 5 glide paths, 2 major take-off plates, air routes,
15all used after 10 p.m.; and
 
16    WHEREAS, The City of Park Ridge seeks a solution to the
17nighttime sleep interruptions during the hours of 10 p.m. and 7
18a.m., including the shoulder hours as well; and
 
19    WHEREAS, The Nextgen Program is currently being applied at
20O'Hare International Airport, where flights that used to be 5
21miles spaced apart will soon be only a 3-mile separation, times

16 east-to-west approach patterns for all inbound flights; and
 
2    WHEREAS, The City of Park Ridge is experiencing higher
3levels of jet noise, especially during the phase 1 nighttime
4flight operations; and
 
5    WHEREAS, The current fly quiet program needs to be
6re-evaluated for the purposes of instilling and sharing the
7primary purpose of flight and community partnership at O'Hare
8International Airport with all of the collar communities;
9therefore, be it
 
10    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
11ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Federal
12Aviation Administration and O'Hare International Airport
13authorities to decrease jet noise over the collar communities
14by establishing a full-time fly quiet program and urge the
15creation and passage of a federal homeowner's aviation fly
16quiet act; and be it further
 
17    RESOLVED, That suitable copies of this resolution be
18delivered to the Commissioner of O'Hare International Airport,
19the Acting Administrator of the Federal Aviation
20Administration, and to each member of the Illinois
21congressional delegation.
