| 2 | WHEREAS, The members of the Illinois Senate are deeply | ||||||
| 3 | saddened to learn of the death of Stanley B. Balbach, Sr. of | ||||||
| 4 | Savoy, who passed away on November 12, 2012; and
| ||||||
| 5 | WHEREAS, Stanley Balbach, Sr. was born on December 26, | ||||||
| 6 | 1919, in Normal to Nyle Jacob and Gertrude (Cory) Balbach; he | ||||||
| 7 | married Sarah T. Witherspoon on May 22, 1944, in Jonesboro, | ||||||
| 8 | Arkansas; and
| ||||||
| 9 | WHEREAS, Stanley Balbach, Sr. attended schools in | ||||||
| 10 | Kankakee, Urbana, Champaign, Evanston, and Chicago; he | ||||||
| 11 | graduated from Chenoa High School in 1936, the University of | ||||||
| 12 | Illinois in 1940, where he was a member of Army ROTC and the | ||||||
| 13 | Alpha Kappa Lambda Fraternity, and from the University of | ||||||
| 14 | Illinois School of Law in 1942; and
| ||||||
| 15 | WHEREAS, Stanley Balbach, Sr. was a 2nd Lieutenant in the | ||||||
| 16 | Army, serving in the Horse Cavalry, Tank Destroyer, and Army | ||||||
| 17 | Air Corps, and ultimately becoming a captain, teaching flying | ||||||
| 18 | during World War II; following the war, he moved to Hoopeston, | ||||||
| 19 | where he practiced law for two years; he then moved to Urbana, | ||||||
| 20 | where he practiced law for almost 32 years; and | ||||||
| 21 | WHEREAS, Stanley Balbach, Sr. served in many legal | ||||||
| |||||||
| |||||||
| 1 | organizations throughout his lifetime, including being | ||||||
| 2 | involved in bar association work at the local, state, and | ||||||
| 3 | national levels; he served as an Illinois delegate and chairman | ||||||
| 4 | to the American Bar Association (ABA) Junior Bar Conference; he | ||||||
| 5 | also served with the American Judicature Society, the Real | ||||||
| 6 | Estate Practice Committee of the Senior Lawyers Division of the | ||||||
| 7 | ABA, and the Standing Committee on Lawyers Title Guaranty Funds | ||||||
| 8 | of the ABA; he served with the Illinois State Bar Association | ||||||
| 9 | (ISBA) as vice-chair of the Section on Commercial and | ||||||
| 10 | Bankruptcy Law and as secretary of the Committee on Bar | ||||||
| 11 | Economics as well as being a member of the Elder Law Section | ||||||
| 12 | Council; and | ||||||
| 13 | WHEREAS, Stanley Balbach, Sr. has given back to his | ||||||
| 14 | community in promoting local real estate developments, aiding | ||||||
| 15 | the aging community, and encouraging improvements in local air, | ||||||
| 16 | rail, and bus transportation through over 30 years of service | ||||||
| 17 | as co-chair of the Transportation Committee of the Champaign | ||||||
| 18 | County Chamber of Commerce; for his work in the area of | ||||||
| 19 | transportation, he was issued his own honorary bus stop; and | ||||||
| 20 | WHEREAS, Stanley Balbach, Sr. has been recognized with | ||||||
| 21 | numerous awards, including the Board of Governor's Award from | ||||||
| 22 | the ISBA in 1994, the annual Tradition of Excellence Award from | ||||||
| 23 | the ISBA General Practice, Solo, and Small Firm Section in | ||||||
| 24 | 2000, the Community Service Award of the Urbana Exchange Club | ||||||
| |||||||
| |||||||
| 1 | in 2000, and the Arthur H. Larson Leadership Award of the East | ||||||
| 2 | Central Illinois Area Agency on Aging in 1999; he was an Eagle | ||||||
| 3 | Scout in the Boy Scouts of America, a member of the Urbana | ||||||
| 4 | Rotary Club, the Urbana American Legion Post 71, the Urbana | ||||||
| 5 | Masonic Lodge No. 157, a 2006 Pillar of the of the Champaign | ||||||
| 6 | County Bar, ISBA Senior Counsellor in 1992, and ISBA Academy of | ||||||
| 7 | Illinois Lawyers Laureate in 2002; and
| ||||||
| 8 | WHEREAS, Stanley Balbach, Sr. was preceded in death by his | ||||||
| 9 | son, Jacob; and
| ||||||
| 10 | WHEREAS, Stanley Balbach, Sr. is survived by his wife, | ||||||
| 11 | Sarah; his son, Byron (Jeanne) Balbach; his daughters, Nancy | ||||||
| 12 | (Tom) Fehr, Barbara (Jack) Balbach-Haines, and Edith Balbach; | ||||||
| 13 | his 6 grandchildren; his 2 step-grandchildren; his 7 | ||||||
| 14 | great-grandchildren; his seven step-great-grandchildren; and a | ||||||
| 15 | step-great-great-grandchild; therefore, be it
| ||||||
| 16 | RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL | ||||||
| 17 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
| 18 | Stanley Balbach, Sr., and we extend our sincere condolences to | ||||||
| 19 | his family, friends, and all who knew and loved him; and be it | ||||||
| 20 | further

| 21 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 22 | presented to the family of Stanley Balbach, Sr. as an | ||||||
