New Act

Synopsis As Introduced
Creates the Economic Policy Planning Act. Creates the Economic Policy Planning Commission to address the State's lack of a comprehensive policy on economic development incentives. Provides that the Commission will conduct a review of current economic conditions, and will hold at least 3 public hearings on the creation of a policy on economic development incentives. Provides that the Commission will report to the General Assembly with specific policy recommendations on economic development incentives on or before December 31, 2014. Repeals the Act on December 31, 2015. Effective immediately.

House Committee Amendment No. 1
Adds the Director of the Department of Revenue, or his or her designee, to the non-voting ex-officio members of the Economic Policy Planning Commission.

House Floor Amendment No. 2
Replaces everything after the enacting clause. Reinserts the provisions of the bill as amended by House Amendment 1 with these changes. Provides that all appointments to the Economic Policy Planning Commission must be made within 60 days from the effective date of this Act. Provides that the Commission will hold at least 2 (now, 3) public hearings on the creation of a policy on economic development incentives. Effective immediately.
